How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

This announcement uses the Rule of Many, Cut-off Score (Assessment-Based) mechanism method under 5 CFR ยง 332.402. IMLS will provide the selecting official with a sufficient number of names to consider at least three candidates per vacancy. If fewer than three eligible and available candidates per vacancy result, IMLS will expand the group in accordance with our pre-announced supplement strategy and OPM policy.

The Rule of Many protects the rights of Veterans by adding to the passing score of candidates eligible for either 10-point or 5-point preference. Disabled veterans with a 10% or more service-connected disability are placed at the top of a certificate of eligibles regardless of score (except for General Schedule (GS) scientific and professional positions at GS-9 or above (or equivalent) grade levels). Veterans' preference eligibles who meet the minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent will be listed in the highest quality category (except in the case of scientific or professional positions at the GS-09 level or higher). Ties in ratings are broken by veterans' preference eligibility, that is, preference eligible candidates are listed ahead of non-preference eligibles within each rating.

Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), the responses you provide on the application questionnaire, and the results of the USA Hire Competency Based Assessment required for this position. Please outline your experience and/or education for these competencies in your resume. You will be assessed on the following competencies (knowledge, skills, abilities, and other characteristics):

  • Compliance
  • Customer Service
  • Grants Management
  • Oral Communication
If you are minimally qualified for this job, your resume and supporting documentation will be compared to your responses on the Occupational Questionnaire and the USA Hire Competency Based Assessments. If you rate yourself higher than is supported by your application materials, your responses may be adjusted and/or you may be excluded from consideration for this job. Your application will then be rated and ranked. If you are found to be among the Best Qualified candidates, you will be referred to the selecting official for employment consideration.

The Occupational Questionnaire will take you approximately 20 minutes to complete. To preview the Occupational Questionnaire, click the following link: https://apply.usastaffing.gov/ViewQuestionnaire/13014136.

The online USA Hire Competency Based Assessments will take up to 2 hours to complete. Applicants will have 48 hours from the date of application submission to complete the online questionnaire, and will be evaluated on the below-listed competencies:
