SUMMARY OF DUTIES: The purpose of this position is to develop and implement, the Army National Guard (ARNG), manage and sustain the state's Distributed Learning Program (DLP) within the respective state to achieve The Adjutant General's (TAG) training readiness objectives for assigned state and federal missions. The incumbent plans, budgets and delivers DL programs and courses as part of an overall campaign to enhance the professional and personal lives of the state's National Guard Personnel. The incumbent translates the State's Adjutant General's Leaning Program into measurable and obtainable goals and objectives. The incumbent represents the state on the regional Distributed Learning Advisory Committee (DLAC).

  • Provides readiness training and pre and post-mobilization training (PPMT) to Soldiers.
  • Keeps abreast of changing technology and educational development as it relates to DL, and synthesizes highly specialized aspects of multiple fields, including educational technology, computer automation and telecommunications.
  • Coordinates with industry experts, business, educational and community leaders and state agency officials on the role of multi-media Distributed Learning and Distributed Training Technology.
  • Plans and coordinates DL training opportunities for the state's National Guard (NG) members Soldiers.
  • Administers the payment of vendors training providers.
  • Provides guidance and coordinates technical and training support for site administrators.
  • Coordinates with the United States Property & Fiscal Officer (USPFO), Grant Office Representative (GOR) or state comptroller to design, implement and monitor various inter-agency agreements for the DL program and ensure proper flow of program income through the DL Cooperative Agreement.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

SPECIALIZED EXPERIENCE: Must have at least 1-year of experience equivalent to at least a GS-09 that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

In addition to meeting the basic entry qualification requirements, experience that demonstrated a practical knowledge of the subject area of the position and the methods and techniques of instruction.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

OTHER REQUIREMENTS:
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.?
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.?

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

e. Include any volunteer work experience in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

f. Final selection will be based upon qualifications, suitability, and available manpower resources.

g. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization.

h. Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual's employment experience will be used only to determine the person's qualifications and to assess his or her relative level of knowledge, skills, and abilities. Although an individual's personal conduct may be relevant in any employment decision, including conduct during periods of unemployment or evidence of dishonesty in handling financial matters, financial difficulty that has arisen through no fault of the individual will generally not itself be the basis of an unfavorable suitability or fitness determination.

i. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.

j. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice.

k. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.

l. Current T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.

m. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

n. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
