Summary

You will serve as a Fee and Commercial Services Manager with National Park Service. The incumbent of this position services as the commercial use authorization, and recreation fee revenue business programs manager.

Career-Seasonal appointments are permanent positions and include the same benefits as permanent appointments, but do not provide work on a year-round basis. You will work for approximately, 11.5 months, and you will be in a non-pay status for the remainder of the year.

Some of the major duties you will perform include but are not limited to the following:

  • Manages park-wide revenue programs and provides guidance on commercial and non-commercial fee collections.
  • Administers and oversees the Concessions and Commercial Use Authorization programs, including prospectus, application and annual report review.
  • Supervises the recreation fee collection program an ensures proper handling and reporting of funds.
  • Develops and implements security measures to protect collected funds and oversees secure transport.
  • Coordinates with regional offices to maintain financial integrity, conducts audits, and resolve accounting discrepancies.

Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement - 08/26/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Supervising a staff of subordinates and supervisors related to a fee collection operation, Overseeing a fee collection operation, handling, tracking, and depositing money; Selling entrance passes, issuing fee waivers for special use groups, programming or operating fee collection equipment such as cash registers, bill counters, credit card machines, and traffic counters, performing general administrative functions and providing customer service; Create and manipulate Excel spreadsheets using basic functions to organize and analyze fee and commercial services program metrics: and, Prepares spreadsheet outputs that support routine program tracking and reporting. You must include hours per week worked.

EDUCATION: Successful completion of at least a masters or equivalent graduate degree in accounting, finance, business administration, business management, international business, marketing, management or human resources, or two full years of progressively higher level education leading to such a degree or LL.B. or J.D., if related. You must include transcripts.

Successful completion of a combination of education and experience as described above. You must include hours per week worked and you must include transcripts.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Supervising a staff of subordinates and supervisors related to a fee collection operation; Overseeing a fee collection operation, handling money, selling entrance passes, issuing fee waivers for special groups, programming or operation fee collection equipment such as cash registers, bill counters, credit card machines, and traffic counters, and performing general administrative duties; and, Create and manipulate Excel spreadsheets using advanced formulas, including multi-step calculations and lookup functions, to analyze fee and commercial services program metrics and generate reports that support decision-making and program evaluations. You must include hours per week worked.

EDUCATION: Successful completion of at least a Ph.D. or equivalent graduate degree in accounting, finance, business administration, business management, international business, marketing, management or human resources, or three full years of progressively higher level graduate education leading to such a degree, if related. You must include transcripts.

Combination of Experience and Education: Successful completion of a combination of education and experience as described above. You must include hours per week worked and you must include transcripts.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You are required to wear a uniform and comply with uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • Travel Required: Travel may be required up to 4 days per month. (this is required travel to supervise Kipahulu District operations 4 hours by car round trip)

Physical Demands: The work is primarily sedentary and involves working in an office environment. There will be some walking, standing, bending, carrying of light items, and driving an automobile. No special physical demands are required to perform the work. Incumbent is expected to travel when necessary and occasionally work in outdoor settings, which can require hiking and enduring various, occasionally extreme environmental conditions and high elevations. Situations may arise with considerable time restraint and long hours.

Working Conditions: Most work is performed in an office environment, with frequent trips to the entrance stations, other park offices and community. The environment requires normal safety precautions typical of offices, meeting rooms, or vehicles. Work may require some travel to attend meetings and/or conduct field work in various areas of the park. Field work may involve inclement weather and a variety of terrain and altitude variances. Office is located at 7,000 ft elevation with weather extremes. Required travel to the Kipahulu District is 2 hours each way on a winding narrow road. Kipahulu is located at sea level with hot, humid conditions.
