  • Serves as the program manager for Carlsbad Caverns National Park Division of Interpretation and Visitor Services and is a member of the park's leadership team.
  • Plans, manages, and coordinates all aspects of the park's interpretation, education, outreach, fee collection, and commercial use programs, as well as provides support for park planning and compliance activities.
  • Supervises, directly and indirectly, permanent and seasonal employees, as well as volunteers.
  • Serves as the liaison with the Western National Parks association; plays a key role in partnership efforts with a variety of federal, tribal, state, and local agencies, educational institutions, non-profit organizations, private and professional organizations.
  • Serves as the park's Public Information Officer and spokesperson for all park events and programs.

This is a supervisory position that may require completion of a supervisory probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement - 08/17/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This specialized experience includes activities such as: supervising a park interpretive program; serving as a lead interpretive ranger, environmental educator or teacher in a park, recreation, or conservation area; management or program specialist work involving the development and/or implementation of policy related to the interpretation or management of park areas or similar operations; or other similar work. You must include hours per week worked.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position does not allow substituting education for experience.

Physical Demands: Most of the duties are indoors and do not involve unusual physical requirements, but considerable walking on trails in cool, damp caves or on rough primitive trails is occasionally required. Strenuous physical effort is infrequently required in climbing, crawling, and descending and climbing over difficult terrain in caves and on slopes. May occasionally engage in stressful situations during emergencies or when dealing with visitor complaints.

Work Environment: Most work is indoors in an office setting, but may include frequent trips into cool, damp caves and infrequent hikes in varying weather conditions are required. Assisting during emergency operations may subject employee to hazardous conditions. Promotes a drug-free and safe work environment.
