Duties

Help
  • You will provide resources support with primary emphasis on financial management and planning and liaison between operating departments and management on financial policies, procedures, and status of projects.
  • You will provide timely advice to department heads and their staffs on financial management and policy and on the legalities of the financial system.
  • You will perform technical research assignments, draft technical reports, and respond to miscellaneous requests related to assigned financial management responsibilities.
  • You will execute complex financial management actions involving the control, allocation, monitoring, adjustment, and reporting of funds for assigned appropriations, programs, projects, and customer requirements.
  • You will advise leadership and stakeholders on funds availability, execution strategy, compliance considerations, resource constraints, and the financial implications of funding decisions.
  • You will identify financial concern areas and risks, evaluate alternative financial strategies, and provide authoritative, technically sound, and accurate advice that enables leadership to make informed decisions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines.
  • You will be required to obtain and maintain any required certification and/or license as a condition of employment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or pay band DA-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience must demonstrate the following: 1) Direct financial work experience in Navy Enterprise Resource Planning directing and performing reviews, analysis, and appraisals; 2) Prepare and present financial briefs to senior management on program execution, including recommendations for correcting variances and addressing problem areas; 3) Provide interpretive and analytical advice on financial transactions and program execution; 4) Knowledge and experience in Financial policies and procedures for the proper formulation and execution of funds; 5) Develop and manage financial reports from various sources to track the status of funds and the propriety of obligations, ensuring the integrity, accuracy, and timeliness of and budget formulation and execution data; 6) Coordinate the development and reporting of cost and performance data to support direct and indirect mission tasks: 7) Experience in mapping business processes, implementing improvements, and developing reporting tools to track key performance indicators for multiple types of direct and indirect accounts.
