Duties

Help
  • You will perform pre award and post award functions relating to the planning, development, advertisement, award, and administration of contracts for construction, Facility Support Contract (installation Support services), and A-E services
  • You will develop the contractual strategy and the procurement plan considering issues such as funding, the results of market analysis, delivery requirements, Government furnished property.
  • You will utilize automated procurement systems, electronic contract system and facilities information system.
  • You will analyze contractor proposals to determine reasonableness, allowability, and allocability of costs.
  • You will monitor contractor technical performance over the life of the contracts.
  • You will review the official contract files to ensure all contractual requirements are satisfied, the contracts are complete.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Executing construction, Architect and Engineering contracts to include facility requirements and military construction (MILCON) standards; AND 2) Preparing acquisition strategies, drafting solicitations, and conducting pre-award negotiations to secure optimal pricing and terms; AND 3) Navigating formal source selection processes, evaluating technical and price proposals, and executing legally sound high-value contract awards; AND 4) Administrating post-award actions including processing complex modifications, managing schedules, mitigating construction delays, and managing Contractor Performance Assessment Reporting System (CPARs). Souda Bay is a location that is a without the Department of Defense Education Activity (DODEA) support normally associated with an overseas assignment. Choosing the educational option that will be most effective for your child will be a critical decision you will have to make. Options are limited to boarding school, DOD virtual school, home school and 2 international schools. The participating International schools located on the Island of Crete are not conducive for High School Students preparing for College and most high school students attend boarding school. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

OR

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
