We are currently filling one vacancy, but additional vacancies may be filled as needed.

  • Collaborates with executives and staff across all GSA organizational lines, across agencies, and within The Office of Human Resources Management (OHRM) to accomplish needed actions for OHRM and ensure compliance with Federal mandates and guidelines.
  • Serves as a liaison to high-ranking division leaders and program personnel to convey information regarding program activities, agency policies and goals; to clarify procedures; and to interpret directives and/or other governing regulations, as needed.
  • Provides guidance and support to OHRM leaders and program and project managers to ensure programs are managed and products delivered on schedule and within budget.
  • Serves as the Program Manager and performs highly sensitive activities, obtaining appropriate resources to facilitate accomplishment of objectives of major importance to OHRM, GSA as a whole.
  • Develops, leads, and implements comprehensive process improvement and automation projects across the organization, aligning with agency initiatives.
  • Plans, analyzes and/or evaluates the effectiveness of operating programs. 
  • Determines and reports to management staff on acceptability, sustainability, completeness, and timeliness of program and project charters, plans, deliverables and products.
  • Prepares and presents white papers and briefings, and leads meetings to support oversight and representative duties for GSA and other senior stakeholder leaders and staff.
  • Serves as a primary liaison with internal and external stakeholders, including Agency Review Teams (ARTs). 
  • Prepares and presents concise, high-level briefings to support informed decision-making by senior leadership.
  • Consults on the development of and proofs deliverables and products. 
  • Track’s publications of OHRM produced policies, memoranda, letters and other deliverables through the Office of Administrative Services (OAS) and other GSA offices.
  • Creates methodology and processes to ensure managers deliver products using the correct format, style, and substance for executive level review.

  • Undergo and pass a background investigation (Tier 5 investigation level).  You must be granted this clearance before you can start the job.
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-14 salary range starts at $143,913 per year. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

SPECIALIZED EXPERIENCE:  
Specialized experience involves serving as a program manager and/or policy advisor to guide the development, coordination, and implementation of policies and plans supporting an organization’s mission and responsibilities. Experience includes executing high level programs and initiatives using policy program management principles, methods, formats, doctrines, and standard practices.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of an organization’s structure, vision, mission, goals, priorities, and commitments, to provide authoritative guidance, recommend high-level actions, and serve as a spokesperson to internal and external stakeholders.
  2. Skill in applying qualitative and/or quantitative methods for the assessment and improvement of program effectiveness to develop, lead and implement process improvement and automation projects across the organization; aligning with agency initiatives.
  3. Knowledge of program and project management principles, methods, and best practices to lead and implement high-level organizational programs and initiatives and serve as an authoritative program management advisor.
  4. Skill in oral communication to facilitate stakeholder meetings, present briefings, and articulate program objectives to policy writers and subject matter experts, explaining critical, potentially controversial organizational policies, programs, and research findings.
  5. Skill in using automated tools, including Google Suite (Docs, Sheets, Slides), internet research, and communications to manage administrative and reporting tasks, deploy scripts to accelerate document distribution, set up automated reminders, and ensure timely delivery of data reports to management and supervisors.
