Classification and Position Management

  • Develops, analyzes, evaluates, and classifies individual and standard Position Descriptions (PDs) and Position Requirement Documents (PRDs) for positions within the university's alternative personnel systems.
  • Serve as a technical advisor to supported organizations, providing expert guidance on classification and position management matters, including organizational design, workforce planning, organizational realignments, and restructuring initiatives.
  • Evaluates organizational position management practices and collaborates with managers and supervisors to improve organizational effectiveness, workforce utilization, and the distribution of work.
  • Conducts classification reviews of positions, prepares evaluation statements, and provides advisory services regarding position classification and management issues.
  • Determines Fair Labor Standards Act (FLSA) exemption status, supervisory status, financial disclosure requirements, and other position-related designations, ensuring proper documentation and record maintenance.
Recruitment and Placement
  • Provides comprehensive recruitment and placement services to assigned organizations, supporting actions such as hiring, career promotions, reassignments, and other personnel actions.
  • Extends job offers, establishes entrance-on-duty dates, and coordinates preemployment requirements to ensure timely on boarding of new employees.
  • Serves as a technical expert and trusted advisor on staffing and personnel matters, providing guidance to managers, supervisors, and leadership on recruitment strategies, workforce planning, and staffing solutions.
  • Advises leadership on the effective use of automated staffing systems and recommends innovative approaches to address recruitment challenges, workforce turnover, and organizational staffing needs.
  • Provides staffing advisory services consistent with merit system principles, applicable laws, regulations, policies, and procedures while helping management resolve complex personnel issues from a strategic human resources perspective.
  • Performs other related duties as assigned in support of organizational and mission requirements.

Qualifications

GENERAL QUALIFICATIONS: General education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management positions.

SPECIALIZED EXPERIENCE: one (1) year of specialized experience at the next lower broadband level, NH-02, comparable to GS-11 or equivalent in other personnel pay systems. Relevant experience includes:

  1. Experience applying the full range of classification and position management principles, concepts, practices, and techniques, and of the relationships of other HR specialties to classification.
  2. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions involving position management problems.
  3. Experience applying the full range of Federal HR recruitment, placement, and merit system principles, concepts, policies, laws, and regulations.
  4. Experience developing and/or implementing talent management strategies that involve recruiting processes, performing job analysis, and advising management how to attract a highly qualified and diverse workforce.
  5. Experience in troubleshooting and resolving the difficult problems that do not have specific guidance or precedence, associated with providing comprehensive recruitment, placement, and classification advisory services.
If applicable, in addition to the above qualifications, the following as been determined to be a Quality Ranking Factor. Applicants who possess QRFs are considered to be Well-Qualified.
  1. Knowledge and experience with federal personnel systems such as USA Staffing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education is not substitutable for specialized experience for this grade level.

Warfighting Acquisition University requires reporting to the assigned duty location during each pay period. The University supports telework as determined by agency policy, but remote work and full-time telework are not offered.
