Summary

The Rating Veterans Service Representative works as a member of the Decision Review Operations center, serving as adjudicator for claims involving rating decisions. The incumbent analyze claims, determine service-connection percentage of disability, apply VA's Schedule for Rating Disabilities (Rating Schedule) and prepare rating decisions informing the VSR and/or claimant of the decision.
The incumbent makes ancillary decisions, conduct hearings requested by the Veteran and/or claimant.

Duties

Help

Specific duties include:

  • Analyze claims to determine if diseases and injuries were incurred in or aggravated by the military service in the line of duty for purposes of compensation, pension, hospital treatment, prosthetic appliances, and related employment and compensation benefits.
  • Determine a need for examinations or re-examinations for observations of Veterans and their dependents and the character of such examinations.
  • Determine the permanent incapacity and/or the competency of Veterans and their dependents.
  • Apply VA's Schedule for Rating Disabilities (Rating Schedule) and prepare rating decisions informing the Veterans Service Representative and/or claimant of the decision and reasons and basis for it.
  • As dictated by the circumstances of the claims case, may directly communicate and interact with Veterans and their representatives/advocates.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/14/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
Specialized Experience: You qualify for the GS-12 grade level if you possess one year of full-time specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors).This experience must include:
  • Determining the eligibility for federal, state, or local administered benefits, such as: disability, education, housing, medical and/or veterans' benefits; and
  • Applying federal or state laws to process claims pertaining to a employment, disability or benefit program.
There is no educational substitution for the GS-12 level.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items such as papers or books. No special physical demands are required to perform the work.
