Director, Comptroller Office
The Director, Comptroller Office serves as the principal authority of the National Geospatial-Intelligence Agency's (NGA) accounting, finance, financial statements, and associated financial statement audit and corrective action of audit findings. The Comptroller oversees internal controls for all financial processes, property accounting, accounts payable, accounts receivable, intragovernmental payments/reimbursements, and various elements of related policy. The incumbent is a key advisor to senior leadership including NGA Director, NGA Deputy Director, the Chief Financial Executive, Key Component Directors, and other management officials. The Comptroller is a critical member of the Financial Management senior leadership team and leads a staff of over 90 financial management professionals, both government and contractors, located in Springfield, VA and Arnold, MO.
Responsibilities include: providing expert analysis and guidance on highly complex, controversial, or precedent financial matters which have critical bearing on the accomplishment of current or future operations; coordinating regularly with external oversight staff and other intelligence community financial managers; reviewing and approving process decisions that impact NGA's financial statements; participating in the development of annual priorities related to internal controls, accounting system enhancements, and financial statement audit remediation; organizing and executing monthly audit committee meetings; recommending or approving changes to NGA financial processes that includes Comptroller organizational structure and resource alignment and the integration of artificial intelligence (AI) into Comptroller-led functions; overseeing the hiring and performance evaluations for all employees serving in an accounting work role; reviewing and approving Office of the Secretary of War (OSW) financial management certifications and progress; and serving as the NGA senior leader for the accountant and financial analyst work roles.
This is a highly visible and challenging position that interacts directly with senior officers across NGA, Intelligence Community, Department of War, Office of Management and Budget, and Congressional staff.

SPECIAL REQUIREMENTS:
1. Applicant selected for this position is subject to the completion of a one-year DISES trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.)
2. This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Successful completion of a polygraph examination is required for employment by NGA.
3. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel.
4. Employment is subject to requirements of the NGA Drug Testing Program.
ADDITIONAL INFORMATION
1. DISES positions direct the work of an organizational unit and assess policy and program feasibility, design organizational structure, determine program goals, and exercise policy-making or policy-determining functions. DISES positions serve as supervisory positions responsible for the accomplishments of work through technical and administrative direction (at least 25% of the time).
2. Joint Duty Credit: All NGA executive level positions require Joint Duty credit. Employees will receive joint duty credit in a majority of service or rotational assignments that were at least at the GS/GG-11 or DCIPS Pay Band 3 level, and generally for at least one year, or for 179 days or more when deployed to a designated combat zone on or after September 11, 2001.
Note: Applicants without Joint Duty credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment or provide proof of Joint Dut qualifying experience.

INTELLIGENCE COMMUNITY SENIOR OFFICER CORE QUALIFICATIONS (ICSOCQ)
Leading the Intelligence Enterprise. This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's (IC) mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the Intelligence enterprise and a shared commitment to the IC's core values.
TECHNICAL QUALIFICATIONS (TQs)
TQ 1. Expert technical knowledge and significant demonstrated experience applying federal government financial management concepts, principles, policies, and procedures to business functions that include federal financial statements and financial reporting, federal financial statement audit, federal accounting, and the management internal control program.
TQ 2. Demonstrated experience in positions that require extensive coordination and collaboration between agencies, organizations, and/or offices resulting in substantial positive change and business outcomes.
TQ 3. Demonstrated ability to lead and manage progressively larger teams, provide strategic guidance, and develop subordinates through positive leadership, feedback, and mentoring that includes successful training and career development.
EDUCATION REQUIREMENT
Bachelor's degree from an accredited college or university.
DESIRABLE QUALIFICATION CRITERIA: In addition to the above Technical Qualifications, the below qualifications are also desired:
1. Knowledge and understanding of the roles, mission, functions and organizational structure of the Department of War, Intelligence Community, and NGA.
2. Experience designing and implementing effective internal controls for multiple business process areas such as Procure to Pay (acquisition, procurement, IGT, pay processes), Acquire to Retire (receipt and acceptance, inventory, asset depreciation), or others.
3. Demonstrated experience collaborating with internal and external stakeholders to develop and implement shared solutions focused on increasing effectiveness, efficiency, and reliability of financial operations, financial reporting, internal control testing, and financial auditability.
4. Experience reviewing and analyzing financial data and providing recommendations and decision support for senior leaders, as well as applying the Department of War Financial Management Regulations to assist in resolving financial management questions and concerns in support of operational missions.
