The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Participates in numerous and varying activities relating to the negotiation, implementation, and administration of tax conventions and other international tax agreements to which the United States is a party, and legislation, regulations, policies, and procedures impacting there on.
  • Develops and presents complete plans for activities assigned, and coordinates projects, program segments, and procedures relating to assigned tax treaty programs and activities.
  • Keeps abreast of developments which impact upon tax treaty administration, and/or international taxation, and advises field personnel, National Office programs coordinators, and others, of procedures and guidelines relating to the implementation of provisions of tax treaties and other international agreements.
  • Advises foreign government officials, members of Congress, Internal Revenue Service personnel, other US government personnel, taxpayers and their representatives in matters involving the interpretation and application of tax treaties and other international agreements, provisions of the Internal Revenue Code and the regulations thereunder, and related administrative procedures.
  • Reviews proposed legislation, income tax regulations, Internal Revenue Manual revisions, tax forms and publications, and other proposed documents or public issuances bearing upon the administration of tax treaties and other international agreements, and proposes changes or revisions thereto ensuring technical accuracy, integrity, and feasibility.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIRMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

SPECIALIZED EXPERIENCE GS-14: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled.

Examples of qualifying specialized experience include:

  • Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation.
  • Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations.
  • Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations.
  • Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws.
AND
  • Experience analyzing and applying United States tax treaties, international tax agreements, foreign tax provisions, the Internal Revenue Code, and related regulations to determine Federal tax treatment, evaluate treaty-based positions, and document conclusions for specific tax matters.
  • Experience researching and analyzing tax information involving individuals and businesses using Internal Revenue Service systems and research tools, including the Integrated Data Retrieval System (IDRS), Accurint, and YK-1 analysis; obtaining
  • information from third-party recordkeepers; managing an inventory of assignments with established deadlines and competing priorities; and planning and completing tax-related projects.
  • Experience evaluating proposed treaty provisions, international tax issues, disclosure requirements, and counterpart treaty provisions; identifying effects on tax administration or organizational operations; developing resolution approaches; and preparing technical memoranda, reports, instructions, or recommendations that document the analysis and proposed action.
  • Experience gathering and evaluating information for international tax or treaty assignments; coordinating projects with internal, Treasury, or foreign-government personnel; presenting technical findings and proposals orally and in writing; and negotiating the resolution of disputed treaty or international tax matters.
AND

You must also meet the following requirement(s):
  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.

Education

Rating: Your application will be evaluated in accordance with the Service's Merit Promotion Plan. A quality group rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level groups, Superior/Best Qualified, Highly Qualified and Qualified.

Referral: Eligible applicants rated in the highest quality group, may be referred to a selecting official for consideration. Candidates, if required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring practices), will be interviewed in quality group order.
