As a General Engineer, you will be responsible for the planning, development, direction, execution, and implementation of complex manufacturing and engineering processes, methods, standardization and procedures on plant systems.
All candidates who are:(1) Current United States Mint employees who are qualifying as Status Eligibles or currently serving on a Veterans Recruitment Appointment (VRA).
(2) CTAP eligible.
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Assess the capabilities of the United States Mint in terms of engineering skills and time available to undertake work of given scope and nature; provide budgetary input for construction and facility improvements.
Monitor spending on facility projects against budgets and submits requests for changes as needed; estimate the costs of all related services needed to effectively execute plant improvements or machinery relocation, installation, and operation.
When needed use this and any other related information to prepare/ provide budgetary input for improvements and acquisition projects/ programs; perform cost-to-benefit and cost-to-need analysis; author sole source justifications; develop and submit requisitions, contracts, PARs, requiring the development of short- and long-range (up to 5 years or more year) plans for production needs and budgetary requirements.
Assure that improvements of buildings and associated equipment meet all applicable state, local, OSHA, EPA, and conservation requirements.
Lead teams in continuous improvement projects; ensures that incoming inspection procedures (for raw materials and repair parts) are documented properly and followed in practice.
All employees must wear face masks while on MINT property when required by CDC and Federal guidelines.
All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. - Analyzing information and communicating that information through oral discussions/presentations and written fact sheets/reports; AND
- Applying principles and concepts of general engineering in order to research, interpret and carry out assignments.

You may substitute education for specialized experience as follows: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 18 semester hours (27 quarter hours), may be used to combine education and experience.

For the GS-11 you must have been at the GS-09 level for 52 weeks.

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelors degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Based on your application and your responses to the application questionnaire, you may be presented with instructions on how to access the USA Hire system to complete the online assessments. The online assessments must be completed within 48 hours following the close of this announcement. You will have the opportunity to request a testing accommodation for the assessment should you have a disability covered under the Rehabilitation Act of 1973 as amended.
Once the online questionnaire is received, you will receive an acknowledgement email that your submission was successful. We will review your résumé and, if applicable, your transcript(s) to verify that you meet the basic qualification requirements.
