The purpose of the position is to provide system analysis and customer support for all major incidents related to Information Technology (IT) service outages, degradation of services, and unplanned service disruptions, that negatively impact the VA's nationwide plans, goals and mission effectiveness in support of our nation's Veterans.
Summary

The Incident Manager is responsible for planning, coordinating, and providing technical leadership throughout the troubleshooting efforts to resolve critical IT service outages impacting the enterprise, that include collaborating with inter-service, inter-agency, and commercial vendor subject matter experts from a variety of technical competencies. Oversees high risk/high impact installation and integration of systems fixes, updates, patches, and enhancements ensuring systems and network availability and functionality.
Assesses the technical expertise necessary to troubleshoot a service outage, gathers the technical subject experts, and leads the efforts for researching, evaluating, diagnosing, troubleshooting, and resolving the outage.
Identifies alternate approaches to problem resolutions; frequently modifies and adapts precedent solutions to unique requirements to solve a wide variety of highly complex network and system related outages, suggests alternative means of meeting operational requirements through known workarounds
Manages accounts and access to systems for major incident management ensuring the team is fully capable of performing all tasks and functions necessary to facilitate resolution efforts in a timely manner to urgent and highly complex service outages.
Leads emergency change efforts to install, uninstall, or change configurations for application software, operating systems, and systems hardware necessary to restore IT services as quickly as possible.
Technical Support Specialist- Provides technical support to customers who need assistance utilizing client-level hardware and software in accordance with established or approved organizational process components (i.e., Master Incident Management Plan, where applicable.)
Diagnose and resolve customer reported system incidents, problems, and events
Troubleshoot system hardware and software
Analyze incident data for emerging trends
Maintain incident tracking and solution database

If you are required to complete any USA Hire Assessments, you will be notified after submitting your application. The notification will be provided in your application submission screen and via email. The notification will include your unique assessment access link to the USA Hire system and the completion deadline. Additionally, in USAJOBS you can click "Track this application" to return to your assessment completion notice.

Review all instructions prior to beginning your assessments. You will have the opportunity to request a testing accommodation before beginning the assessments should you have a disability covered under the Rehabilitation Act of 1973 as amended.
Set aside at least 3 hours to take the USA Hire Assessments; however, most applicants complete the assessments in less time. If you need to stop the assessments and continue later, you can re-use your unique assessment link.
Your responses to the USA Hire Assessments will be reused for one year (in most cases) from the date you complete an assessment. If future applications you submit require completion of the same assessments, your responses will be automatically reused.
Assessment Update Policy: Please be advised that once your application is submitted, the assessment responses cannot be revised or updated. The numerical rating (score) from your initial submission will be final and used for all rating purposes. You may, however, update your eligibility information and submit additional supporting documents (e.g., SF-50s) for this vacancy after your initial submission but before the closing date of the announcement.

Next steps
After we receive application packages (including all required documents) and the vacancy announcement closes, we will review applications to ensure qualification and eligibility requirements are met. After the review is complete, a referral certificate(s) is issued and applicants will be notified of their status by email. Referred applicants will be notified as such and may be contacted directly by the hiring office for an interview. All referred applicants receive a final notification once a selection decision has been made.
