1. Manages and facilitates project budget planning and execution to support each step in development. Establishes evaluation criteria, and measurements to assess projects on an ongoing basis. Exercises responsibility for the administration and management of the entire project including the facilitation and control of project planning, programming, budgeting, site selection and acquisition, appraisal, design and construction, contract evaluation, technical contract administration, etc.
2. Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope, schedule and budget for assigned projects. Manages customer expectations and aligns customer requirements with Public Building Services policies. Manages projects in the General Services Administration Project System (s) of record.
3. Prepares schedules for project completion, implementing a system for review, control, and reporting on project status and recommends which phases of the project will be performed in-house or by contract.
4. Determines project risk and assesses project activities and resources to mitigate risk on behalf of the government. Implements quality assurance processes to ensure all aspects of the project are handled in a professional manner, meet the agreed to customer needs, and are in compliance with all contracts let by Public Building Services, General Services Administration.
5. Negotiates and coordinates project plans, budget objectives and schedules with management of affected customer agencies to establish and/or manage customer expectations. Informs customer officials of project status and any requirements for additional agency initiated action. Monitors action in support of project plans and schedules and reports deviations and problems to appropriate General Services Administration and other agency officials.

The GS-12 salary range starts at $89,508 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is defined as experience utilizing project management practices and tools to simultaneously manage multiple construction and/or repair and alteration projects in a real estate environment. This experience must include:  

1. Managing projects (balancing scope/quality, schedule and budget) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout;
2. Interpreting customer needs and developing them into actionable requirements;
3. Developing, managing, and balancing project plans, budgets, and schedules; and
4. Coordinating and facilitating decisions by managing multiple stakeholders.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses:

1. Knowledge of business management, concepts, principles, and practices sufficient to permit the incumbent to serve as the manager of designated projects from the preliminary planning stage through the design, construction, equipment installation stages, check-out stage, occupancy and through the project closeout stage.
2. Ability to effectively manage project financial planning and analysis. Use of financial management knowledge, techniques, and innovation to achieve project results on-budget with fiscal integrity.
3. Ability to assess project requirements and develop recommendations that meet goals, as well as integrate the goals and objectives of various other stakeholders.
4. Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management, and forecasting are required.
5. Ability to communicate both orally and in writing to interpret, explain and present complex, technical information to a wide range of stakeholders.
