Summary

This position is located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Workforce Planning & Strategic Analysis (WPSA) Directorate and reports to the Chief, Data Analytics. HCS provides the full range of Human Resources management services to include the development and operations of the Human Capital Data Warehouse, analyzing and reporting data to enhance effectiveness and efficiency of HCS business operations.

Duties

Help

Specific duties include:

  1. Demonstrates mastery level of understanding in SQL for complex database management, query optimization, and data manipulation. Leads initiatives to integrate SQL databases with other tools and platforms to enhance analytical capabilities.
  2. Oversees analytical projects from conception to implementation. Guides junior analysts in applying data analytics techniques, using tools such as SQL, Excel, and Power BI to perform in-depth analysis to identify trends, inefficiencies, and inconsistencies in operations.
  3. Conducts high-level analysis to identify trends, inefficiencies, and inconsistencies across departmental operations using advanced business intelligence strategies. Translates complex datasets into actionable insights for strategic decision-making.
  4. Crafts detailed reports and presentations for HCS, VBA, and VA leadership, incorporating statistical analysis and forecasting to provide comprehensive overviews of human capital resources and operations.
  5. Serves as a mentor to lower-level analysts, providing guidance and training in SQL, Excel, PowerBI, and data analysis techniques. Enhances the team's overall analytical capacity through effective knowledge sharing. Fostering a collaborative environment to enhance team knowledge and skills.
  6. Utilizes advanced project management techniques to lead structured analytical studies and initiatives. Ensures projects are executed efficiently, meeting all internal and external expectations and requirements.
  7. Maintains and updates knowledge of applicable administrative laws, policies, regulations, and precedents. Ensures compliance and advises on policy impacts related to human capital and information systems management.
  8. Advocates for technological enhancements to improve data workflows and supports the development and optimization of data warehouses.
  9. Engages with senior managers, supervisors, technical staff, and external contractors across VA/VBA to drive business system initiatives. Coordinates multidisciplinary teams to implement new systems and processes.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13, GS-14.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/10/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-13 position you must have served 52 weeks at the GS-12 level.
  • For a GS-14 position you must have served 52 weeks at the GS-13 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
  • Specialized Experience: Applicants must demonstrate one year of specialized experience equivalent to the GS-12 level. To be considered qualified, applicants must demonstrate experience in at least three (3) of the following:
    • Analyzing operational, performance, or workload data to assess program effectiveness.
    • Assisting with or implementing improvements to business processes, management systems, or organizational operations.
    • Using analytical tools (e.g., Structured Query Language (SQL), Power BI, Tableau, business intelligence platforms, statistical software, or similar tools) to analyze and interpret data.
    • Reviewing data to identify trends, problem areas, inefficiencies, or inconsistencies in operations.
    • Preparing reports, dashboards, or analytical summaries to communicate findings and support management decision-making.
    • Applying knowledge of VA benefits laws, regulations, policies, and procedures in the analysis or administration of VA benefits programs.
GS-14 Grade Level:
  • Specialized Experience: Applicants must demonstrate one year of specialized experience equivalent to the GS-13 level. To be considered qualified, applicants must demonstrate experience in at least four (4) of the following:
    • Evaluating program effectiveness by analyzing operational, performance, or workload data and recommending improvements.
    • Leading or implementing improvements to complex business processes, management systems, or organizational operations.
    • Using analytical tools (e.g., Structured Query Language (SQL), Power BI, Tableau, business intelligence platforms, statistical software, or similar tools) to extract, analyze, and interpret data.
    • Identifying trends, root causes, inefficiencies, risks, or inconsistencies through data analysis and developing recommendations to improve program or operational performance.
    • Developing reports, dashboards, or other analytical products to support leadership decision-making.
    • Applying knowledge of VA benefits laws, regulations, policies, and procedures to evaluate programs, resolve complex issues, or support operational decisions.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
