Duties

Help
  • You will perform research, development, and life-cycle support for avionics and weapons systems slated for or installed on advanced naval tactical aircraft.
  • You will perform system engineering tasks of defining system requirements and architectures, developing plans and schedules, provide management and support throughout the aircraft life cycle including advanced development and in-service engineering.
  • You will perform system integration, test and analysis necessary to transform operational needs into avionics system descriptions, integrate related technical engineering specialties, and coordinate the efforts of other engineering disciplines.
  • You will coordinate the efforts of three or more employees, establishing long-term task priorities, determines work procedures and methods, and guides employees and/or supervisors’ work
  • You will review the work in progress in the Branch on a continuing basis, furnishing technical guidance when required and assumes both technical and administrative responsibility for the accomplishment of the work.
  • You will review completed work for attainment of original objectives, for validity of engineering interpretations and for compliance with established local Navy policies and procedures.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • You will be required to obtain and maintain any required certification and/or license as a condition of employment.
  • Supervisors in the executive branch have heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional SUPERVISORY ELECTRONICS ENGINEER performing duties such as: 1) Expertise in Aircraft Electrical Systems including mastery-level technical knowledge of the design, development, and integration of electrical systems and power distribution for air vehicles, including the ability to assess the feasibility of new design approaches; 2) Avionics Systems Engineering to include in-depth understanding of systems engineering principles and practices as they apply to the life-cycle support of avionics and weapons systems for naval tactical aircraft including defining system architectures and coordinating across engineering disciplines; 3) Proven ability to lead an engineering branch, including planning workloads, managing resources, ensuring work quality, and handling administrative responsibilities for technical staff: Proven ability to lead an engineering branch, including planning workloads, managing resources, ensuring work quality, and handling administrative responsibilities for technical staff; 4) Skill in coordinating with internal and external stakeholders across different organizational divisions to secure support and resources for engineering projects.

EDUCATION IS NOT SUBSTITUTABLE FOR EXPERIENCE AT THIS GRADE LEVEL, BUT THIS POSITION DOES HAVE AN EDUCATION REQUIREMENT AND YOU MUST MEET THAT REQUIREMENT.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
