Summary

As a Systemic Investigations Program Manager at the GS-0301-15, you will be part of the Field Coordination - Systemic Programs (FCSP), Office of Field Programs (OFP), U.S. Equal Employment Opportunity Commission. If selected, you will serve as a critical advisor to the FCSP Director and will be responsible for the coordination and management of OFP's national systemic investigation program.

The selectee will be required to have a duty station at Headquarters or one of the 53 EEOC Field Offices.

Duties

Help
  • Ensures that the systemic program covers a wide range of issues and bases and that the Field Offices are collaborating, partnering, mentoring and supporting one another in systemic investigations.
  • Supports Field Offices in promoting close coordination between legal and enforcement staff and among Field Offices throughout the investigative process for systemic investigations.
  • Recommends policies, practices, and procedures that serve to advance the systemic investigative program, including promoting assistance to ensure that cases are coordinated with the Office of General Counsel (OGC) or appropriate Regional Attorneys.
  • Supports the field systemic program by providing technical guidance, analysis, training, and other assistance in the development of systemic targets and investigations.
  • Makes recommendations to the FCSP Director, field leadership, and other EEOC or stakeholder officials on matters including case resource allocations, and the establishment of procedures to enhance and streamline the agency's systemic program.
  • Identifies goals and develops incentives to support the successful operation of the systemic program, including recommending appropriate modifications to the performance plans of District Directors and field enforcement staff.

Qualifications

For the GS-15: You must have at least one full year of specialized experience equivalent to the GS-14 grade level that equipped you with the knowledge, skills, and abilities to perform the duties of this position. Specialized experience includes the ability to manage systemic investigations, assess program effectiveness, coordinate multi-office operations, analyze data, develop policies and procedures, guide resource allocation, improve Systemic Plans, and enhance staff training and investigative strategies in systemic investigations.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS- 15 level.
