Manages strategic planning for the section, conducts needs assessments for state offices, and manages the implementation of requirements to meet identified needs. Leads procurement actions related to department priorities and acts as a Contracting Officer’s Representative (COR) for department contracts.
Manages the state office guard service program and the relationship with the Federal Protective Service (FPS) and related agencies.
Manages a team of senior professionals responsible for the state office emergency supply and equipment program, the development and delivery of emergency preparedness and security training for state staff, and department publications including the intranet (Webster) site, newsletters, and other emergency and preparedness bulletins.
Acts as a SME and provides expert advice and assistance to Senate state offices on issues of security and emergency preparedness, as well as other related matters.

Qualifications
Other Duties/ Responsibilities
Periodic travel for state office visits, including independently representing the SAA to State/Local first responder agencies, other Federal agencies (e.g., USMS, FPS).
Required Work Experience
Eight to ten years of experience in security, law enforcement, emergency preparedness, or a related field.
One to two years of experience leading a team.
Experience liaising with federal law enforcement agencies (e.g., FPS, USMS, USCP).
Required Special Skills/ Knowledge
A driver’s license.
Knowledge of emergency preparedness, project management, and security management.
The ability to perform a security assessment in accordance with Interagency Security Committee guidelines, including documented, formal training.
COR certification (Level 1 or higher).
Certification as a Stop-the-Bleed® instructor, or meeting the American College of Surgeons requirements to obtain certification as an instructor.
Ability to manage a team, implement and enforce policy, and work with vendor and contract teams.
The ability to communicate effectively both orally and in writing.
Ability to travel nationwide to Senate offices to conduct site visits, deliver training, and review project updates. Travel may include remote locations that require the use of a motor vehicle.
Ability to legally and safely operate a motor vehicle in order to access Senate office locations not served by public transportation.

Desired Qualifications
A bachelor’s degree in a related field, or equivalent experience.
Ten or more years of experience in electronic security, security management, homeland security, emergency management, law enforcement, public safety, or a related field.
Two or more years of experience leading teams in a dynamic environment.
Certification as a Contracting Officer’s Representative (COR) Level 2 or higher.
ASIS Certified Protection Professional (CPP).
Proficiency with office productivity software (Microsoft Office).
Working Conditions
Moderate (carrying items of less than 50 pounds).
Security Clearance
This position requires that the applicant obtain and maintain a Top Secret U.S. Government security clearance.
Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.
Education
Associate's Degree.
