The United States Space Force (USSF) at JBSA Randolph, San Antonio, TX is searching for a Senior Financial Quality Assurance Specialist to support ETM (NH-0501-03, GS-12/13 Equivalent).

Description:
The United States Space Force is seeking a Senior Financial Quality Assurance Specialist with expert-level financial management experience and a strong commitment to integrity and excellence. In this critical role, the specialist will serve as the financial architect for innovative talent management programs, ensuring the fiscal viability and responsible growth of initiatives that shape the future of the force. The incumbent will have the authority and responsibility to build and manage a comprehensive Financial Quality Assurance Program from the ground up, guaranteeing compliance and safeguarding resources. As the organization's subject matter expert, the specialist will develop audit methodologies, conduct in-depth analyses to identify systemic issues, and lead process improvement initiatives to prevent waste, fraud, and abuse. They will provide authoritative guidance to leadership, represent the organization during external audits, and train financial teams to uphold the highest standards of compliance. This position requires a proactive leader, a skilled analyst, and a strong communicator who is ready to make a meaningful impact on national security by ensuring Guardians are supported with the utmost financial integrity.


Ideal Candidate:
The ideal candidate will possess expert-level experience in financial management, particularly within a military environment. They should have extensive background working with military pay, travel, orders, and accounting systems, along with a proven record of success in quality assurance, financial compliance, and process improvement. The candidate must demonstrate mastery of financial management principles and a comprehensive understanding of the complex body of laws, regulations, and procedures governing fiscal operations, including fiscal law and DoD/DAF regulations. They should also have strong knowledge of quality assurance principles, audit techniques, and statistical analysis methods, as well as skill in planning, organizing, and leading projects and team studies. While a specific degree is not required, the 0501 Occupational Series indicates a background in Financial Management. This position is designated as a Financial Management Level 2 Certified role under the National Defense Authorization Act (NDAA) 2012, and the incumbent must meet and maintain certification requirements. Additionally, the candidate must be able to obtain and maintain a Secret security clearance.

Key Skills and Abilities:
1. Mastery of financial management principles and an expert knowledge of the complex body of laws, regulations, and procedures governing military pay, travel, and budget execution.
2. Comprehensive knowledge of quality assurance principles, audit techniques, and statistical analysis methods required to design and implement a robust financial compliance program.
3. Expert knowledge of military personnel, pay, and accounting systems with the skill to conduct forensic research, analyze data integrity, and identify systemic processing issues.
4. Skill in analyzing complex processes, identifying deficiencies and root causes, and developing effective recommendations for process improvement and corrective action.
5. Ability to communicate effectively, both orally and in writing, to present complex audit findings, justify recommendations, and train personnel on intricate financial compliance standards.
6. Skill in planning, organizing, and leading team study work and special projects, and to negotiate effectively with management to accept and implement recommendations for improving process integrity.

  • Must be able to obtain and maintain a Secret security clearance.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
  • Subject to TDY 15 days per year.
  • Must obtain financial management certification as a condition of employment.
