Incumbents typical work assignments may include the following:

  • Exercises full supervisory authority over a diverse team of facilities management, physical security, and engineering staff by planning work, setting priorities, evaluating performance, and handling administrative matters.

  • Serves as the principal technical authority for the daily operations, preventative maintenance, and mechanical support systems of all Sensitive Compartmented Information Facilities (SCIFs), ensuring continuous readiness and compliance with Intelligence Community (IC) standards.

  • Directs complex facility renovation, modernization, and construction projects from initial design to completion, including managing multi-disciplinary teams, reviewing architectural plans, and overseeing contractor performance.

  • Designs, implements, and maintains robust physical security systems, including intrusion detection and access controls; conducts comprehensive security surveys and threat assessments to ensure federal and departmental policies are met.

  • Acts as the primary liaison between engineering, security, and intelligence stakeholders, providing authoritative technical advice to senior leadership on secure facility design, construction, and accreditation.

  • This position requires incumbent to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter
  • Candidate must obtain and maintain the Physical Security Certification (PSC) within twenty-four months of assuming the position

Qualifications

In order to qualify for this position, you must meet the requirements described below.
Individual Occupational Requirements
Education
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
OR
Specialized Experience (for positions above GS-5):

  • Managing a maintenance program for office building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over maintenance operations performed by a variety of private contractors or in house skilled trades, including reviewing project plans and specifications for workability, informing contractors of maintenance and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance work, including estimating material and labor costs for a variety of maintenance projects directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 in the Federal Service (experience may have been gained in the private sector) which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: (1) Directing secure facility (SCIF/SAPF) operations and modernization projects in compliance with physical security standards (e.g., ICD 705); (2) Managing facility contracts, leases, and project budgets, including developing Statements of Work; AND (3) Serving as a technical advisor on facility infrastructure, mechanical/utility systems, and physical security.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
