Duties

Help
  • Serve as Subject Matter Expert (SME) and recognized authority on assigned projects to include requirements, system architecture, programmed and budgeted resources and current implementation status.
  • Serve as a Staff Information Technology (IT) Specialist with responsibility for Army Network Enterprise Technology Command (NETCOM) signal support project planning, and staff oversight of project execution.
  • NETCOM G-3/5’s primary Project Officer and SME on specific projects or systems development efforts on major, Army Network Enterprise-wide projects supporting Army business and warfighter operations around the globe.
  • Make recommendations for planning concepts, doctrine, and management of various IT capabilities in support of NETCOM, HQDA Chief of Information, HQDA G6, ACC, and Army Warfighter entities.
  • Prepare and present decision and status briefings for project plans during development, and implementation.
  • Exercise staff supervision over the functional program oriented plans assigned to include follow-up on requirements definition, implementation and sustainment.

  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI).
  • TDY is required up to 25%.
  • In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, holidays and weekends.
  • This position is designated mission essential.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by utilizing automated Information Technology (IT) management applications or systems to ensure data and operations are protected; reviewing the effectiveness of IT projects or plans in order to meet established requirements; drafting or delivering reports to management officials regarding organizational IT policies or programs; recommending methods to improve organizational IT architecture or enterprise systems.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
