Duties

Help

The primary purpose of this position is to direct the development, coordination, and implementation of procedural changes; to direct the performance of management/program analysis for the logistic activities under the jurisdiction of the USPFO; and to direct acquisition, accountability, incoming, outgoing and formal transfer of logistic asset for the USPFO in support of the Federal and state mission. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops plans, programs, and policies for the operation, management, and administration of current and projected organizational programs. Develops draft policies, concepts, and procedures to ensure that an effective operation is maintained using personnel, equipment, and funding to support the mission. Ensures coordination with the other state USPFO, USPFO branches and state activities and units for material support for projects, operations, or programs including works such as: equipment fielding, commercial non-standard equipment authorizations and distribution. Monitors the status and effectiveness of material support by identifying, analyzing, and resolving problems within state logistical operations. Provides guidance regarding logistic inventory control and conducting surveys of logistic supplies and inventory management functions. Performs other duties as assigned.

  • Must be a current or former member of the Colorado National Guard (CONG) or a current T5 or T32 Federal Technician within the CONG.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • For positions requiring the operation for motor vehicle, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Qualifications

1. Experience and knowledge will be used to determine qualifications for the announced position.

Must have 12 months experience in each of the following:
1. Experience equivalent to at least the next lower grade.

2. Experience coordinating with other organizations on complex and controversial supply issues.

3. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.

4. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc.

5. Experience in managing the function of the work to be performed.

6. Experience which includes leading, directing and assigning work of personnel.

Preferred experience:
- 24 months of property book experience.

Education

Education cannot be substituted for Specialized Experience for this position.

4. Appointment of Federal Annuitants: A Federal civilian annuitant under either the CSRS or FERS retirement systems may be reemployed into NG T5 vacancies, but are only eligible for either an Indefinite tenure appointment (max 5 year service period) or Temporary tenure appointment (max 4 year service period). The retiree must notify HRO of their current retirement status prior to appointment.
