Duties

Help
  • You will serve as the primary advisor to the Commanding Officer on personnel security issues.
  • You will recommend denial or revocation of clearances based on unfavorable information.
  • You will coordinate the security clearance program for Naval Computer and Telecommunications Stations (NCTS) Naples to ensure that all assigned employees or perspective employees are cleared for access to sensitive information or material.
  • You will plan, schedule, and conduct periodic security awareness briefs security indoctrinations, and training to ensure that all personnel assigned are aware of the current security directives and procedures.
  • You will act as the lead civilian in the Security Office with one Security Assistant who asses with personnel and physical security work-related items.
  • You will oversee NCTS Naples’ classified information program in matters pertaining to the classification, safeguarding, transmission and destruction of classified material.
  • You will conduct audits to ensure that departments are adhering to established procedures and guidelines for the safekeeping of classified information.
  • You will serve as principal advisor to the Commanding Officer on all physical security/force protection matters that effect the station.
  • You will develop and implement local security instructions and Standard Operating Procedures.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport. You will be required to obtain and maintain a current valid United States driver’s license.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by 1) Serving as the principal advisor to the Commanding Officer on all physical security/force protection matters that effect the station and 2) Performing planning, scheduling, and conducting periodic security awareness briefs, security indoctrinations, and training to ensure that all personnel assigned are aware of the current security directives and procedures and 3) Coordinating all matters related to the overall Anti-Terrorism/Force Protection (AT/FP), Physical Security and Loss Prevention Programs, conducting annual physical surveys, vulnerability and risk management assessments for the station to assess the command's security readiness posture, identifying discrepancies, and developing plans of action to correct and 4)Conducting formal and informal investigations as appropriate of security violations, missing, lost and stolen government property and prepares reports of findings, opinions and recommendations for correction security weaknesses and/or disciplinary action and 5) Planning, coordinating, and implementing guard services, including establishment of special post orders, reporting criteria, Emergency Action Plan reporting criteria, emergency responses, special drills, and guard training and weapons familiarization/qualification for Auxiliary security Force in coordination with the command's KMI Manager and Chief Master-At-Arms and host command's Security Department. Education

In lieu of qualifying experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

ADDITIONAL INFORMATION
Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

This position is designated as a Security Professional Education Development (SPēD) position with a Physical Security certification (PSC) requirement. The PSC certification is a DON baseline certification requirement for Security Workforce employees where the incumbent primary responsibilities manage physical security related programs.

The incumbent must obtain certification within 24 months of assuming the position. SPēD certification/s must be maintained and undergo renewal process every two years in accordance with SECNAVINST 5500.38. Failure to obtain and maintain this condition of employment could result in disciplinary action and/or removal from employment.

This position is designated as a Security Professional Education Development (SPēD) position with a Security Fundamentals Professional Certification (SFPC) requirement. The SFPC is a DON baseline certification for security workforce employees that support/execute security programs that focus predominantly on the protection of, or vetting the access to, sensitive and/or classified information.

The incumbent must obtain certification within 24 months of assuming the position. SPēD certification/s must be maintained and undergo renewal process every two years in accordance with SECNAVINST 5500.38. Failure to obtain and maintain this condition of employment could result in disciplinary action and/or removal from employment.

Development (SPēD) position with additional certification requirements of Security Asset Protection Professional Certification (SAPPC) requirement.

Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.

Priority consideration will be given to military spouse preference and family member preference eligibles living in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
