Summary

As aProject Management Branch Chief, you will be responsible for the overall leadership, management, and direction of a Construction Management (COR) Branch composed of subordinate Construction Managers (CORs) and Project Managers.

Your application will be considered if you are a: GSA employee - must be employed with the Public Buildings Service (PBS); GSA surplus or displaced employees in the local commuting area who qualify for the Career Transition Assistance Program (CTAP).   1. Operates at a programmatic and organizational leadership level, ensuring that construction management services are effectively planned, resourced, executed, and continuously improved across the portfolio. 
  2. Plans, directs, and evaluates Branch activities involving construction management, contract oversight, and project delivery support, ensuring alignment with Public Building Services policies, program priorities, and customer requirements. 
  3. Provides full supervisory authority over Branch personnel, including subordinate Construction Managers and Project Managers.
  4. Provides oversight and direction for Contracting Officer’s Representative activities across the Branch, ensuring compliance with acquisition regulations, contract requirements, and Public Building Services policies.
  5. Establishes and maintains effective working relationships with internal and external stakeholders, including Public Building Services leadership, customer agencies, contractors, and industry partners.

The GS-14 salary range starts at $125,776 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is defined as:

  1. Directing, managing, and providing expert oversight for a diverse portfolio of complex federal projects, including multi-million dollar design and construction activities across business lines.
  2. Supervising or leading project teams through formal or informal authority examples include planning and assigning work, evaluating performance, mentoring staff, resolving conflicts to achieve organizational objectives.
  3. Serving as a technical expert and stakeholder liaison by providing authoritative guidance on project management practices, communicating complex technical information to senior leadership and customer agencies to facilitate successful project delivery.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  2. Ability to organize work, set priorities, and determine resource requirements; determine short- or long-term goals and strategies to achieve them; coordinate with other organizations or parts of the organization to accomplish goals; monitor progress and evaluate outcomes.
  3. Skill in providing effective supervision or direction, mentoring and challenging others as well as staff adapting leadership styles to a variety of situations.
  4. Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  5. Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
