As a Transportation Operations Specialist (Motor), you will provide nationwide support for the "Accident Management Center'' activity to customers and other Fleet personnel on a diverse range of technical, administrative and analytical functions. 

Location of position: GSA , FAS, Fleet Vehicle Services, Maintenance and Accident Service provide nationwide support for the Accident Management Center.

As a Transportation Operations Specialist (Motor), you will perform the following duties:

  • Coordinates crash and accident reporting, commercial repairs and resolution of third party claims involving GSA Fleet vehicles, including all vehicle body and glass damage repair. Provides support to Federal Acquisition Service (FAS) customers through a national accident reporting and control system.
  • Serves as primary point of contact (POC) for the Accident Management Center (AMC) function and exercises independent judgment to provide and gather factual and procedural information and data; answer questions from Fleet personnel, customers and vendors; identify problem areas/customer complaints, and monitor and coordinate the processing of accident reports and third party claims.
  • Develops and/or provides recommendations to the supervisor to establish new, or revise existing work procedures, processes or methods. Prepares and delivers briefings to FAS/AMC management on issues such as completed studies and findings; recommended revisions to work methods, processes and techniques; customer service inquiries and recurring issues not responding to remedial action; required program evaluations and progress reports, etc.
  • Receives calls from linked regions representatives, contractors, Federal agencies, Fleet Management Centers, repair facilities, service writers and vehicle operators concerning accidents and subsequent vehicle breakdown/damages. Ensures that information required to process vehicle accident reports is accurate and complete.
  • Furnishes program information and provides technical assistance and guidance by reviewing and researching appropriate AMC records, claims, IT system data and other information resources such as history files, etc. Prepares related reports, correspondence and written analyses of AMC program activities and recurring issues, offering recommendations or suggestions for procedural changes to the AMC manager as appropriate.order to respond to requesting officials and other FAS personnel.

  • This position requires the ability to acquire and maintain Fleet Warrant Program Certification, which includes formal training, experience and 12 semester hours of college credit.

The GS-11 salary range starts at $74,678 per year. Locality will be determined based on duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience:

  • Coordinating the vehicle accident reports for accident damage repair;
  • Determining cost effectiveness for vehicle collision damage to authorize repairs up to the micro-purchase threshold level;
  • Coordinating with stakeholders to ensure all required information has been gathered to process accident reports; and
  • Conducting analysis of fleet and/or accident management operations to assist in developing recommendations for improvement to the program. OR

Education: Possess a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., in a field related to this position. Your major study must be in one of the following areas: accounting, business administration, commerce, economics, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR

Combination of Education and Experience: Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of the characteristics, operation, installation and repair of motor vehicles (passenger, trucks, vans, etc.) required to evaluate the actions required to repair a collision or accident-damaged vehicle, and to return it to the fleet in a safe operating condition.
  2. Knowledge and ability required to identify and respond to various program related problems, situations and issues; answer technical and administrative questions, and provide accurate information to clients, vendors and third-parties involved in any/all aspects of accident reporting and resolution.
  3. Ability required to make recommendations or suggestions for improvement to established Accident Management Center (AMC) work processes, procedures and customer service or reporting requirements.
  4. Knowledge of fleet automated data systems required to perform a wide variety of work assignments involving the maintenance, input and verification of vehicle accident reports, third-party liability, vendor assignment and other program related data, and to prepare required reports.
  5. Ability to communicate orally and in writing with a wide variety of customers in varying situations.
