This position is in the Veteran Readiness and Employment (VR&E) Service, Veterans Benefits Administration, Dept. of Veterans Affairs. VR&E helps eligible Veterans with service-connected disabilities gain and keep suitable employment or, if not employable, achieve maximum independence in daily living. The incumbent serves as Supervisory Program Analyst, performing first-line supervision: directing workload, managing priorities, and delegating duties across the team.

Duties

Help

Specific duties include:

  • Directs, manages and leads development of enterprise data analytics, performance reporting, and strategic analysis initiatives.
  • Provides guidance, data-driven opinions, contract overviews, best practices, strategic objectives and budget formulations for executive consideration when requested.
  • Determines national performance measures, targets, strategic objectives, and regional budget allocations as needed to support VR&E's mission.
  • Participates in the development of short- and long-range planning with VR&E leadership.
    Reviews current and future state of Strategic Analysis and Insight (SAI) workload based on objective evidence and provides guidance as needed.
  • Identifies and assesses opportunities for improvement in qualitative and quantitative data collections methodologies.
  • Works collaboratively to support all stakeholders throughout the strategic planning lifecycle to ensure successful enterprise implementation, deployment communication, training and sustainment of data and contracts.
  • Lead and supervises a staff of professionals typically at the GS-13 levels and contractors.
  • Service as the liaison with stakeholders involved in the development and approval of performance data and contracts through the VA enterprise, specifically those that intercede with VR&E Service operations.
  • Performs all other duties supporting the successful deliver of VR&E Service business processes and benefits delivery as assigned by management.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-15.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/12/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized Experience:
  • Supervising professional staff performing analytical, operational, or program evaluation activities, including assigning work, assessing performance, and ensuring timely completion of deliverables across multiple projects or program areas.
  • Conducting or overseeing reviews of program operations, data accuracy, or compliance with federal statutes, regulations, directives, and organizational policy, ensuring findings are clearly documented and communicated for leadership decision-making.
  • Interpreting and applying federal laws, regulations, and procedures, and providing expert guidance, clarification, and technical support to staff, supervisors, and stakeholders to ensure consistent application across offices.
  • Analyzing organizational data, workload trends, quality indicators, and performance outcomes to identify systemic issues and recommend corrective actions, training, process improvements, or operational efficiencies.
  • Communicating complex program issues, analytical findings, and policy interpretations to senior leaders and field personnel, and coordinating evaluation or quality-related activities across teams and geographic locations.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Supervisory Situational Judgement Test: Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment, decision-making, and leadership competencies associated with effective supervision in a Federal work environment. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. This assessment is required for all applicants.
