Help
  • Carries out a variety of complex financial operations and projects involving the design, improvement or revision of a major segment of the FPAC Business Center financial processes.
  • Resolves the day-to-day operating problems involving policies, procedures and financial matters, requiring contact with representatives of FPAC Agencies, other USDA agencies, and others.
  • Develops uniform management policies, principles and guidance for mission area programs within the section.
  • Prepares handbook instructions and updating Commodity Credit Corporation (CCC) policy, dockets.
  • Continually reviews regulations, legislation, program policy, operating programs and procedural handbooks, and reports to determine the need for, and effect of, for assigned area of responsibility and recommends improvements in system operations
  • Advises FPAC and Business Center officials regarding technical and operational aspects of procedures for effecting solutions to problems.
  • Develops, evaluates and coordinates the implementation of accounting, financial, and program processes and systems; replying to Office of Inspector General (OIG) and General Accountability Office (GAO) audit reports and other requests.
  • Reviews and analyzes financial systems to determine inquiries potential improvement.
  • Has specific and independent responsibility for all financial aspects of the Agency programs.

Qualifications

Specialized Experience Requirement

For the GS-11 grade level: You must have one year of specialized experience equivalent to the GS-09 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as:

  • Reviewing financial obligations and expenditures;
  • Conducting audits of individual accounts, vendors, etc.;
  • Assisting management on financial planning and management of funds;
  • Reviewing monthly invoices for accuracy and resolving billing issues/problems.

OR

Education at the GS-11 grade level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Finance, Accounting, etc.

OR

Combination of Education and Experience: A combination of education and experience as listed above.

For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: .
  • Analyzing, maintaining, or correcting financial accounts for reconciliation.
  • Managing financial systems to ensure all accounting records and reports are accurate.
  • Performing a variety of complex budgetary, administrative, and statistical functions to support budget formulation.
  • Performing tasks involving budget execution by compiling resource data from various financial management reports.
  • Establishing, maintaining, tracking and updating commitments, obligations, and expenditures relative to funding transactions.

Education cannot be substituted for specialized experience at the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

The U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (BC), provides enterprise solutions for mission support activities including information technology, financial management, human resources, acquisition, property management, and related business and administrative processes to improve customer service at the mission area level.

The FPAC Mission area is USDA's focal point for the nation's farmers, ranchers, and forest landowners and is comprised of the Farm Service Agency (FSA), Natural Resource Conservation Service (NRCS), and Risk Management Agency (RMA). These agencies implement programs designed to mitigate the significant risks of farming through crop insurance services, conservation programs and technical assistance, and commodity, lending, and disaster programs.
