Duties

Help

The successful candidate will perform the full range of Personnel Security Specialist duites.

Such duties include but are not limited to:

  • Assist the Chief, PSB, with planning, developing, and executing NRC personnel security policies, standards, and procedures to ensure effective branch operations.
  • Implement administrative and adjudicatory processes for NRC access authorizations-including cases involving significantly derogatory information-for NRC employees, contractors, licensees, and others.
  • Request investigative products from the Defense Counterintelligence and Security Agency (DCSA) and initiate supplemental investigative actions as required by 10 CFR Parts 10, 11, 25, and EO 12968.
  • Administer the pre-employment investigation waiver program under Section 145b of the Atomic Energy Act, reviewing eligibility under applicable regulations and Executive Orders.
  • Prepare special reports for senior leadership on complex or controversial security cases and recommend solutions to improve personnel security processes.
  • Conduct interviews and evaluate investigative findings, particularly in cases involving derogatory information.
  • Communicate findings clearly and logically in writing and orally.
  • Maintain cooperative working relationships with supervisors, peers, and external partners.
  • Support modernization of personnel vetting processes aligned with government-wide TW 2.0 policies.
  • Participate in Continuous Vetting (CV) by reviewing automated record checks, identifying potential security concerns, and initiating follow-up actions.
  • Adapt NRC adjudicative processes and documentation to TW 2.0 requirements.
  • Contribute to training, communication, and implementation activities supporting TW 2.0 adoption.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined below.

Applicants at the GG-11 level must demonstrate experience such as:

  • Assisting with federal background investigations and adjudications conducted under applicable Executive Orders and regulations (e.g., EO 10450; 10 CFR Parts 10, 11, and 25).
  • Applying the National Security Adjudicative Guidelines (SEAD 4) in reviewing routine or moderately sensitive personnel security cases.
  • Reviewing investigative findings, identifying inconsistencies, and drafting initial reports or case summaries under supervision.
  • Communicating case information clearly in writing and orally.
  • Working cooperatively with internal stakeholders and supporting personnel security processes as directed.
OR You may substitute education for specialized experience as follows:
  • Ph.D. or equivalent doctoral degree; OR
  • 3 full years of progressively higher level graduate education leading to such a degree; OR
  • LL.M., if related.
Applicants at the GG-12 level must demonstrate experience such as:
  • Independently conducting background investigations and adjudications, including cases involving moderately complex or sensitive issues under EO 10450, EO 12968, and 10 CFR Parts 10, 11, and 25.
  • Applying SEAD 4 to evaluate derogatory information and make adjudicative recommendations with limited supervisory review.
  • Conducting interviews to clarify investigative findings and preparing comprehensive written analyses for management.
  • Identifying gaps in investigative products and initiating supplemental actions in coordination with DCSA.
  • Contributing to improvements in personnel security processes and maintaining effective working relationships inside and outside the organization.

This position may be eligible for situational telework in accordance with the agency policy.

The NRC is a zero-tolerance agency with respect to illegal drug use. Individuals selected for these positions will be subject to pre-appointment drug testing.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a waiver is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment.

If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
