Duties

The duties and responsibilities for a Executive Officer, GS-0301-15 generally include, but are not limited to, the following:

  • Directing complex administrative programs supporting Board operations, mission priorities, and organizational performance.
  • Developing long-range plans, policies, and procedures for allocating funds, personnel, and other resources.
  • Evaluating program data to identify operational problems and implement improvements to efficiency and productivity.
  • Advising senior leadership on sensitive management issues affecting staffing, resources, and program execution.
  • Representing the Board with Department officials, congressional staff, partner agencies, contractors, and other stakeholders.
  • Overseeing staffing, performance management, employee relations, training, and workforce planning activities.
  • Managing contract oversight and records management activities in accordance with applicable policies and requirements.

Qualifications

In order to qualify for the Executive Officer position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

AND

FOR THE GS-15 LEVEL:
Specialized Experience: Applicants must have at least one year (52 weeks, full-time) of specialized work experience equivalent to the GS-14 level in the Federal service (or comparable experience outside the Federal service), performing 4 or more of the following duties:

  1. Directing administrative programs that support organizational operations and mission requirements;
  2. Advising senior leaders on sensitive management issues and recommending improvements to organizational performance;
  3. Evaluating program data to identify operational problems and recommend corrective actions;
  4. Managing workforce planning and staffing activities for a large or complex organization; and
  5. Representing an organization with senior officials and external stakeholders on significant program matters.

Conditions of Employment: Only U.S. citizens or nationals are eligible for employment with the EOIR. Dual citizenship will be considered on a case-by-case basis. Applicants must also meet DOJ's residency requirement by having, for at least 3 of the 5 years immediately preceding application, either: (1) resided in the U.S., (2) worked overseas for the U.S. Government or military, or (3) been a dependent of a Federal or military employee serving overseas.

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

  • Current permanent competitive service employees; former Federal employees who achieved career status in the competitive service; or former Federal employees who served on a career conditional appointment without achieving career status in the competitive service who were separated less than 3 years ago, must submit an SF50 that indicates career or career-conditional (Tenure field 1 or 2); AND status in the competitive service (Position Occupied field 1.)
  • Veterans Employment Opportunity Act (VEOA): To be eligible for a VEOA appointment under Merit Promotion procedures, you must be a preference eligible or a Veteran separated after 3 years or more of continuous active service performed under honorable conditions. Current Federal employees applying under VEOA must submit an SF50 to show they meet time-in-grade requirements.
  • Current or former term or temporary employees of a Land Management agency who are within two years of their last term or temporary job and eligible for appointment under the Land Management Workforce Flexibility Act must submit SF50s and performance appraisals that demonstrate they meet all of the requirements outlined.
  • 30% or more Disabled Veterans must a submit a copy of their DD214 indicating service performed under honorable conditions, official documentation of service-connected disability of 30% or more (letter from the VA dated 1991 or later.), and an SF15.
  • Military Spouses are eligible if they are the spouse of: an active duty member of the armed forces; a service member who is 100% disabled due to a service-connected injury; or a service member killed while on active duty, provided they have not remarried. The Executive Office for Immigration Review (EOIR) seeks highly-qualified individuals to join our team of expert professionals in becoming a part of our challenging and rewarding Agency. The primary mission of the EOIR is to adjudicate immigration cases by fairly, expeditiously, and uniformly interpreting and administering the Nation's immigration laws. Under delegated authority from the Attorney General, EOIR conducts immigration court proceedings, appellate reviews, and administrative hearings. EOIR consists of three adjudicatory components: The Office of the Chief Immigration Judge, which is responsible for managing the Immigration Courts where Immigration Judges adjudicate individual cases; the Board of Immigration Appeals, which primarily conducts appellate reviews of these Immigration Judge decisions; and the Office of the Chief Administrative Hearing Officer, which adjudicates immigration-related employment cases.
