As a Management and Program Analyst (Program and Project Management Advisor), you will be responsible for developing, analyzing, and executing program and project planning and oversight that support the Office of Program and Project Management (OPPM).

Duties

Help

  • Monitors and evaluates assigned National programs and initiatives. Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions, and recommending appropriate action. 

  • Provides expertise, critical analysis, and authoritative advice on the interpretation, development and implementation of policy and measures nationwide. 

  • Defines and recommends new programmatic needs or modifications based upon consideration of such factors as the impact of new or anticipated technological developments, legislation, regulatory changes, agency policy, economic conditions, and automated systems capabilities.

  •  Leads innovative studies related to assigned programs and projects by introducing a wide range of advanced qualitative or quantitative methods to ensure efficiency, identify problems, and significantly improve program effectiveness.

  • Reviews and evaluates effectiveness of recently implemented process improvements, resolves specific problem areas, and furnishes advice on the adequacy or feasibility of initiatives and recommendations.

Qualifications

The GS-14 salary range starts at $127,829 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is experience providing authoritative advice and guidance to senior leadership on national programs; monitoring, evaluating, and developing recommendations for program improvements; developing position papers, communications, outreach plans, and presentations; supporting program initiatives and changes; and establishing metrics, benchmarks, timelines, and training for assigned projects.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. In-depth knowledge of the agency’s mission, programs, and legislative history to provide sound and authoritative technical guidance on all related issues concerning the efficiency and effectiveness of programs.
  2. Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  3. Expert knowledge, skill, and ability to develop long-range program plans, goals, objectives, and milestones or evaluate the effectiveness of programs conducted throughout an agency, or for a significant organizational segment of the agency.
  4. Ability to develop analysis and reviews of strategic plans, perform plans and related information assuring close linkage of the planning, policy, and presentation processes; evaluate overall program accomplishment, identify problems and develop corrective measures or alternative approaches for implementation; and conduct rigorous and objective qualitative and quantitative analysis of performance information.
  5. Ability to provide advice and guidance on a broad range of matters designed to ensure the effective linkage of an agency’s strategic planning initiatives.
