As the Mission Support Branch Chief, you will manage highly complex analyses to assess varied, unique business needs and develop innovative, high-impact solutions for customer agencies.

Location determined upon selection. This position is within the Enterprise Technology Solutions (ETS) Service Center, responsible for acquisition management of information technology and professional services contracts.

  • Plans and carries out major initiatives and priorities related to the assigned program, which includes defining, developing, and implementing new policies, processes, and procedures designed to enhance overall program performance. Serve as the authoritative expert for the Branch on the interpretation and application of highly complex, broad, or conflicting Federal Acquisition Regulation (FAR) and agency policies, specifically related to IT and Professional Services acquisitions.
  • Directs the creation of comprehensive program performance reports, financial forecasts, and budgetary execution analyses for presentation to executive leadership. Translate complex operational and financial data into strategic recommendations that inform agency-level resource allocation, goal setting, and long-range planning.
  • Represents the Division/Branch as the principal liaison and subject matter expert in high-level interagency working groups. Facilitates stakeholder relationships, information exchange, and satisfaction by establishing effective internal and external lines of communications.
  • Supervises a staff responsible for performing varied and highly complex pre and post- award delegated COR duties for high-value contracts and task orders for the acquisition/procurement of Information Technology and/or Professional services.
  • Provides authoritative guidance to staff in resolving precedent-setting technical and project management issues during the development of internal customer requirements, ensuring the efficient execution of tasks remains strictly aligned with all contractual terms and conditions.

  • Obtain and maintain FAC-COR Level III certification.

The GS-14 salary range starts at $127,829 per year.  Locality pay may vary.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is one year of experience performing and leading acquisition program work for high-value Information Technology and/or Professional Services contracts or task orders. The experience must include at least 3 out of 5 bullets below:

  • Directing or overseeing acquisition activities across the pre-award, award, and post-award phases, including development of customer requirements, acquisition planning, technical evaluations, contractor performance monitoring, and contract administration;
  • Advising stakeholders and resolving complex acquisition or program management issues;
  • Analyzing program performance, financial forecasts, budget execution, funding status, and operational data to develop recommendations concerning resource allocation, program priorities, and long-range planning;
  • Coordinating complex acquisition work among customers, contracting offices, contractors, vendors, and other stakeholders to develop integrated solutions and ensure requirements and contractual terms and conditions are met;
  • Leading a team of contract professionals performing acquisition work by assigning and reviewing work, setting priorities, addressing performance or training needs, and ensuring quality and timely results.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of the acquisition program, its governing laws, regulations, methodologies, and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned programs.
  2. Skill in applying analytical methods, principles, and techniques required to analyze, identify, provide technical and administrative oversight of high value contracts, and ensure the delivery of full acquisition life cycle support in critical areas such as Information Technology and Professional Services for telecommunications.
  3. Skill in verbal and written communication, including expertise in facilitation, coordination, and relationship management, to constructively collaborate with diverse groups and prepare comprehensive recommendations tailored to the audience in both formal and informal settings.
  4. Ability to manage and oversee the full acquisition lifecycle for high-value Information Technology and Professional Services contracts and task orders, including requirements development, acquisition planning, technical evaluations, contractor performance monitoring, invoice and deliverable review, contract modifications, and closeout.
  5. Ability to lead and develop a multidisciplinary workforce performing complex acquisition and procurement functions, including assigning and reviewing work, setting priorities and performance expectations, resolving technical and administrative issues, identifying training needs, and improving the quality and efficiency of branch operations.
