This position is in the Whistleblower Office (WBO), within the Office of the General Counsel (OGC).  The mission of the WBO is to perform intake, tracking, and recordkeeping of whistleblower submissions; oversee the review process of each whistleblower’s eligibility; administer the determination process for whistleblower award claims; communicate with whistleblowers and their representatives; and report to the Commission and Congress on the whistleblower program.

Duties

Help

Program Management: serves as Program Specialist responsible for analyzing, designing, and optimizing business processes to improve efficiency and effectiveness within WBO, including: 

  • Program Management: serves as Program Specialist responsible for analyzing, designing, and optimizing business processes to improve efficiency and effectiveness within WBO, including: evaluation and improvement of day-to-day operations of the WBO, data and technology, strategic communications, and policies and procedures. 
  • Intake: organizes and handles receipt of all submissions to the WBO, in any format, from external sources, including: tips and complaints, whistleblower award applications, inquiries to the WBO, and FOIA and Privacy Act requests.
  • Information Analysis and Management: gathers, develops, updates, and maintains data, records, documents, and all other information related to whistleblower program, including: information management systems, notices of covered actions, electronic case management systems, document databases, records management, enforcement collections, and whistleblower confidentiality
  • Reporting and Communications: compiles, analyzes, and organizes WBO information for reports and other communications for WBO staff, other Commission staff, and external audiences, including: case status updates, annual reports to Congress, electronic dashboards for whistleblower matters, and other external communications. 
  • Administrative Support: supports WBO attorneys in all aspects of whistleblower program work, including:  proofreading and cite checking, redacting and preparing records, budgeting and financial administration, maintaining the WBO’s website, logistical support, and updating whistleblower forms.

Qualifications

To qualify for the CT‑343‑12 Management & Program Analyst position, applicants must demonstrate one year of specialized experience, equivalent to the CT‑11 (or GS‑11) level, that includes:

  • Conducting program analysis, program evaluation, performance measurement, or foundational fact‑finding used to support management decisions.
  • Developing recommendations to improve productivity, operational efficiency, or program effectiveness, including applying process improvement methodologies to identify and address organizational challenges.
  • Interpreting laws, regulations, policies, agency manuals, and authoritative guidance to assess compliance and devise methods for carrying out studies and analyses.
  • Analyzing complex qualitative and quantitative data, including statistical analysis related to program issues, and preparing findings, reports, briefings, or recommendations for management.
  • Providing advisory services to managers or senior officials, influencing acceptance and implementation of program findings, often requiring persuasive communication.

This is a Bargaining Unit Position located in the National Treasury Employee Union (NTEU) Chapter 337.

Relocation: Relocation expenses will not be paid. 

Probationary Period:

Accomplishment Record: 

You will be required to submit an Accomplishment Record as part of your assessment. This requires you to provide written narratives detailing your past achievements as they relate to specific core competencies of this position. A panel will evaluate your narratives against benchmark ratings to determine your level of proficiency. These panel scores will be averaged and transmuted into your final category rating.
