As a Security Officer (Assistant Director Personnel Security), you will:

  • Collaborate internally with Human Capital and/or TIGTA's Office of Chief Counsel for assistance and advisement relating to personnel matters requiring official action or potential for official action in the future.
  • Carry out disciplinary and corrective action on performance or conduct issues of subordinate employees ensuring compliance with regulations, policies, and procedures. Review, approve, and carry out disciplinary actions of subordinate employees, ensuring documentation is complete and supportable to the actions carried out.
  • Oversee all activities of the federal PERSEC, industrial and information security, and NSC programs at the TIGTA. Maintains professional contact with the Director, HC&PS, while keeping them abreast of matters needing attention.
  • Act as an accrediting official for the purpose of certification and accreditation activities associated with the duties and responsibilities of this position and in accordance with the Federal Information Systems Management Act of 2003 (FISMA) to include meeting mandatory FISMA continuing education and reporting requirements.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience:
Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
- Providing leadership and direction in the areas of information security, industrial security, personnel security, operations security, and security administration of programs; AND
- Directing and supervising the design, formulation, and establishment of policies, procedures and systems pertaining to personnel security, information security, industrial security, and operations security; AND
- Providing technical advice and assistance concerning security protocols, management policies and procedures, investigative standards, security systems, and credentialing requirements; AND
- Applying suitability and national security concepts, principles, and practices.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT (CONTINUED):
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Top Secret/SCI - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • You will be required to regularly report to the Duty Station listed above. While teleworking is an option, approval is at management's discretion based on duties, business needs, performance, etc.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
