This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Performs installation, modification, adjustment, replacement, diagnosis, repair, programming, and maintenance of analog and digital electronic and electrical systems associated with the operations and maintenance of multi-purpose hydroelectric facilities.

Duties

Help
  • Performs installation, maintenance and repair of analog and digital electronic equipment related to data collection systems, centralized remote and local control systems, protective relay systems, power supply systems and communications systems.
  • Provides support in developing standard procedures for installation, upgrade, inspection, testing and preventive maintenance of electronic and electrical systems.
  • Supports regulatory requirements on bulk electric system equipment by testing, recording and reporting results on various electrical equipment.
  • Occasionally performs lower level electrical/electronic duties to ensure continuity of project operations.

  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The position requires the ability to lift heavy objects specific to the position, vision for distance, distinguishing colors and calibrations, appropriate hearing capability for conversation and warning signals.
  • Must possess a valid State driver's license.
  • Appropriate levels of certification must be obtained and maintained in accordance with applicable DoD, Army and NWD policies.
  • Position requires Information Assurance (IA) Certification and Training pursuant to the requirements outlined in regulations DoD 8570.01-m (11/2015) and AR 25-2 (3/2009).
  • Information Assurance Technician I level certification is required.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electrical Electronic Craftsworker (TC-J) ~ without more than normal supervision. Must have the ability to perform common tasks of the Electrical Electronic Craftsworker position. Must have the ability to use testing equipment used in electrical trade such as digital multi-meters, relay test sets, and optical time-domain reflectometers (OTDR). Must be able work under the supervision of a work leader or journey-level employee who reviews my work for completion. - Failure to meet this Screen out Element will result in an ineligible rating.

  • Physical Efforts: The incumbent handles heavy parts and equipment and works in cramped quarters in tiring positions. Physical effort requires climbing stairs and ladders, and lifting, carrying, pushing, pulling and twisting objects frequently weighing up to, and occasionally over, 45 pounds, and standing for long periods of time on hard surfaces. Ability to work in awkward positions requiring bending, stooping, kneeling, pushing, pulling and twisting. A high degree of concentrated mental and visual attention is necessary to determine cause of trouble and to plan and carry out corrective action; to interpret complex drawings; and to coordinate a high degree of manual dexterity with close visual attention for sustained periods. Ability to distinguish colors is essential.
  • Working Conditions: Works both inside and outside the powerhouse other structures, and outdoors. Outside work subjects employee to usual climate conditions (heat, cold, rain, snow). Work is often unpleasant due to weather, dirt, grease, dust, high noise levels, etc. There is danger of serious injury or death if employee contacts energized equipment and danger of drowning when working above swift moving water. May work with a variety of toxic or caustic materials. Required to work in concrete structures. There is a possibility of cuts, burns, falls, and electrical shock Employee is subject to the discomfort of wearing required safety equipment such as ear plugs, hard hats, gloves, safety glasses, safety harness, etc. Must wear appropriate safety equipment and protective clothing, and successfully complete and maintain all occupational health requirements.
