Duties

Help
  • Counsels potential mediation participants and their representatives regarding mediation as an alternative to an administrative EEOC investigation or other formal procedures.
  • Mediates employment disputes alleging violations of the laws the EEOC enforces. Some disputes may involve complex issues and require application of new solutions or innovative techniques.
  • Uses a variety of alternative dispute resolution techniques. Facilitates party interaction and provides parties with resolution options to bring about successful resolution.
  • Exercises resourcefulness and ingenuity to win cooperation of the participants or to develop new approaches or solutions to problems where accepted methods and techniques have been challenged.
  • Establishes a high degree of acceptability to the parties involved, particularly when issues are sensitive or participants are resistant to compromise.
  • Drafts and revises, as necessary, settlement agreements and other case resolution documents, documents the mediation process in the official charge file, and submits factual and timely mediation reports.

Qualifications

For the GS-13: You must have at least one (1) year of specialized work experience comparable to the GS-12 grade level in the Federal service directly related to independently conducting mediations for Equal Employment Opportunity-related disputes, such as using effective settlement techniques to facilitate communication between disputants to break impasses and/or to further parties' understanding of different perspectives and interests in order to successfully guide parties toward mutual agreement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position may require the incumbent to complete a confidential financial disclosure report within 30 days of appointment.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with the EEOC. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow the EEOC to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

For Rule of Many: This announcement uses the Rule of Many/Cut-off Score method under 5 CFR ยง 332.402. Under Rule of Many, a numerical ranking process is used to evaluate applicants through validated assessments to produce a numeric score. Veterans' preference points are added to the passing score of candidates eligible for either 10-point or 5-point preference. The USA Hire Assessments includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will not be considered for the position if you score below the cut score or fail to complete the assessment.

We will provide the selecting official with a sufficient number of names, when available, to consider at least three candidates per vacancy. If fewer than three eligible and available candidates per vacancy result, we will expand the group in accordance with our pre-announced supplement strategy and OPM policy. Any of the preference eligibles may be selected. Ties in ratings are broken by veterans' preference eligibility, that is, preference eligible candidates are listed ahead of non-preference eligibles within each rating.
