Duties

Help

This is an Army National Guard dual status technician position that requires military membership, compatible military skill assignment and classification. The purpose of this position is to serve as a primary staff member in the G3/5/7 with responsibility for force integration and readiness issues.

MAJOR DUTIES:

Plans, organizes, coordinates, implements, evaluates and provides technical guidance to units and major commands in the state. These tasks are completed as a result of detailed and comprehensive studies which require new or substantially modified work methods, procedures, and systems such as the feasibility of organization/reorganization, discontinuation, activation/deactivation, and location/relocation of units in the state's force structure. Determines the capability of a community to support a unit based compatibility, training areas available, physical facilities, size, etc. Maintains force integration by attending force integration staff officer training. Stays informed of force management decisions through understanding of command plan.

Develops and recommends plans, procedures and policies pertaining to programs such as military personnel development, equipment availability, unit assignments and utilization to improve readiness, maintenance and training. Advises management officials to adopt recommended proposals resulting in substantial changes in programs or procedures. Develops the state long range Force Integration Plan.


Analyzes the management of the state ARNG Force Integration Program. Integrates new doctrine and force structure in the most effective manner possible, while maintaining acceptable readiness levels. Provides general direction on force integration actions through publication of the state long range Force Integration Plans which include evaluation of each planned action in terms of structure, personnel, equipment resources, training plans and facilities.

Coordinates the development and update of Table of Distribution and Allowance (TDAs) and Modified Table of Organization and Equipment (MTOE). Analyzes new authorization documents, identifies conflicts, substantive changes and doctrinal issues, and recommends courses of action. Identifies and recommends priorities for integration of new doctrine and equipment into the existing multi-echelon, combined arms, and state training program. Establishes long term and near term milestones for force integration actions and ensures integration into the state training calendar. Develops and publishes letters of instruction for force integration actions. Manages information associated with force integration initiatives. Consolidates and provides analysis of systems-specific information contained in the Army Modernization Information Memorandum, Material Fielding Plans, organizational information found in the Table of Organization and Equipment (TOE), Force Modernization Master Plan (FMMP) and doctrinal information contained in field manuals, field and training circulars and Army Training and Evaluating programs (ARTEPs). Extracts and provides pertinent data throughout the chain of command and across functional boundaries. Serves as point of contact for equipment fielding with Headquarters, Department of Army (HQDA), ARNG, Program Manager (PM), other DA agencies, State area Command staff and subordinate units. Conducts and monitors new and displaced equipment transfers. Collects and evaluates feedback of same.

Qualifications

Compatible military grade and assignment required prior to the effective date of placement. This is an Title 32 INDEFINITE excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Enlisted E8 to E9; Warrant Officer WO1 to CW5; Officer 02 to 03 W/30 months TIG maximum, Supervisor DOR is 16NOV2022.

Compatible Military Assignments: MOS IMMATERIAL. Compatible military grade and assignment required prior to the effective date of placement

GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have 12 months of specialized experience equivalent to the GS-09 level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Comprehensive knowledge of, and skill in analytical thinking and evaluative methods force integration, readiness, force structure and doctrinal programs. Knowledge of organizational structure, mission objectives, functions and procedures to participate in and/or recommend changes in work operations. Incumbent must be able to support decision for any proposed changes in procedures. Skills in verbal and written communication to explain recommendations, exchange information and resolve problems. Experience in briefing a variety of audiences. Skill in compiling readily available data from prescribed sources, including the ability to recognize and correct obvious discrepancies and data omissions.

It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position. THIS IS A NATIONAL GUARD INDEFINITE TITLE 32 EXCEPTED SERVICE POSITION.

This is an Indefinite/Temporary appointment, with a time limit determined by the needs f the agency. Current technicians selected will retain the appointment status they are currently in, (i.e., Permanent or Indefinite) and will be placed on a temporary promotion or other appropriate personnel action if selected for this position. Individuals from Area II will be appointed indefinite status not to convert. Conversion to permanent status may be accomplished without further competition.

Areas of Consideration: 1,2,3

Area 1 - Permanent or indefinite Military Technicians (Army and Air) currently employed with the NHNG. This includes NHNG AGR's who are covered under the Uniformed Service Employment and Reemployment Rights Act (USERRA) and have rights back to a Military Technician position.

Area 2 - AGRs, Temporary Military Technicians, traditional/M-Day Soldiers and Airmen currently serving in the NHNG.

Area 3 - Individual eligible for immediate military membership in the New Hampshire National Guard (Army or Air, depending on compatibility) as a military member in the Military grade/rank listed in this announcement.
