Summary

About the Position: Serve as project representative in charge of one or more construction projects in a geographic area.

Manage the contractor’s sequencing and phasing of complex, multi-phase construction projects to minimize disruptions to customer operations, ensure project milestones are achieved, and track and document all delays.
Participate in the three-phase inspection process by conducting preparatory, initial, and follow-up inspections to verify compliance with contract requirements, plans, specifications, and safety standards.
Provide on-site construction surveillance to ensure the contractor performs quality control and completes work in accordance with approved plans and specifications.
Prepare daily reports, status updates, and other documentation to keep stakeholders and contractors informed of construction progress and project status.
Coordinate with contractor representatives to interpret contract plans, specifications, and technical requirements.
Review and discuss construction schedules, plans of operation, safety programs, shop drawings, project progress, and quality control reports to ensure the contractor fully understands and complies with contract requirements.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires some physical exertion to include long periods of standing, walking over uneven or slippery terrain, recurring bending, stooping, and lifting of items weighing less than 50 pounds.
This position involves regular exposure to moderate risks and discomforts such as dust, odors, fumes, engine exhaust, high levels of noise, electrical hazards, moving machinery, and outdoor conditions involving exposure to rain and hot/cold weather.
The work environment requires special safety precautions and the wearing of special protective gear.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
The duties of this position require travel up to approximately 25% of the time.

Specialized Experience: One year of specialized experience which includes:1) Reviewing construction plans and specifications, 2) Maintaining daily records of contractor work inspected, and 3) Monitoring contractor performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
