Help

  • Leads, manages, directs or is responsible for acquisition activities either directly, or in support of DoD funded acquisition efforts.
  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Delivers presentations on acquisition program status, accomplishments, problems/analysis/solutions, requirements for support and promotion of program objectives to senior military officers and civilians in another program offices.
  • Represents the program office at higher levels within the organization and contractor organizations.
  • Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor.

  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Program Management Career Field.
  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • This is an acquisition coded position. Selectee must complete required certification level 4 in Program Management within 24 months of assignment.

  • This is a Critical Acquisition Position (CAP). Unless waived, the selectee must: be member of the Acq Corps or be able to be inducted in 6 months.
  • Continuation on Critical Acquisition Position (CAP)- The selectee must agree to remain in this position for 3 years; meet certification requirements or be able to meet them within 2 years; engage in continuous learning activities.
  • Employee may be required to work overtime.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience is experience in directing and coordinating the collective efforts of a multi-disciplined staff of military, civilian, and contractors. Planning work to be accomplished by subordinates, setting and adjusting short or long-term priorities and preparing schedule for completion of work. Delivering presentation on acquisition program status. Representing program office at higher levels within the organization. Providing advice and assistance to contractors on requirements and policy matters.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisitions such as engineering, contracting, financial management, configuration, and manufacturing.
5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
