Summary

This position is located in the Metering Services (MSM) organization of Customer Support Services (MS), Business Management & Development (M), Chief Operating Officer (K), Bonneville Power Administration (BPA).

The purpose of this position is to serve as the manager of the Metering Services group and a member of the Customer Support Services management team and is a key policy implementer and facilitator in the attainment of the team's long- and short-range goals and objectives.

As a Supervisory Public Utilities Specialist, you will:

  • Direct and oversee the collection, validation, estimation, editing and the dissemination of the revenue meter data to internal and external customers.
  • Produce highly accurate, understandable, and timely revenue metering services to internal and external customers under applicable BPA's rate schedules, customer contracts, and other laws, regulations and policies.
  • Perform required revenue meter data research and analysis for meter data adjustments, and billing dispute settlement resolution.
  • Plan work to be accomplished by subordinates, sets and adjust priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Make decisions on work problems presented by subordinates. These decisions are often precedent setting with significant policy, political and/or financial implications.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service.

Specialized Experience for this position is defined as: 1) Experience with metering operations or other complex analytical work; 2) Experience monitoring and evaluating efficiency and effectiveness of procedures and processes to find and implement improvements; and 3) Experience supervising a technical workforce, allocating resources, and partnering with other groups to achieve objectives.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
