In this position, you will serve as a telecommunications subject matter expert (SME), leading the planning, development, coordination, and oversight of major tactical communications systems and projects across CBP. The work directly ensures the proper functionality and improvement of the nationwide law enforcement communications network, which is critical to officer safety and the successful accomplishment of CBP mission objectives.

This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10).

As a Telecommunication Specialist, you will be responsible for the designing, planning, coordinating, and installing of Land Mobile Radio (LRM) systems across multiple facility projects within the Facilities and Special Projects (FSP) Team. Typical duties will include:

  • Working with stakeholders to identify radio communications requirements, analyzes technical solutions, conducts physical surveys, and validates final solutions to meet communication needs.
  • Prepares preliminary requirements documents, Rough Order of Magnitude (ROM) estimates, Bills of Material (BOM), Market Research, Independent Government Cost Estimates (IGCE) and Statements of Work (SOW).
  • Performs tactical communications layout, installation, integration, testing, programming, and troubleshooting for tower fixed network, facilities, LMR equipment, and tactical communication shelters and towers.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Troubleshooting, maintaining, and repairing voice radio communications network equipment;
  • Contributing to the design, configuration, and implementation of voice communications networks (for example, assisting with the design or upgrade of multi-site radio systems, including repeaters, base stations, and associated infrastructure);
  • Applying telecommunications hardware and software tools to configure, monitor, and manage radio networks;
  • Coordinating and monitoring contractor performance on telecommunications projects by verifying that vendor-delivered equipment and services meet technical specifications and documenting results or deficiencies;
  • Preparing written technical documentation and reports (for example, drafting test reports, technical findings, or recommendations for changes to network systems that require funding or leadership approval).

This position has an Individual Occupational Requirement (IOR).

Specialized Experience (IOR):
Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/07/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Additional information

Certification: Employee must possess or be willing to obtain tower climbing certification.

Physical Demands: The work requires some physical exertion such as long periods of standing, walking over rough or uneven surfaces, crouching or crawling in small work areas, heavy lifting of objects in excess of 50 pounds. Also, this position requires climbing of tall ladders, remove video surveillance poles, water, and radio towers on a regular and recurring basis.

Position may include after-hours emergency callouts, to include middle of the night.
