Duties

Help
  • Create and/or facilitate the development and management of acquisition packages in support of a variety of simple to complex services, construction, and supply contracts.
  • Coordinate with the appropriate technical expertise to evaluate technical proposals submitted by vendors to ensure all requirements are being met.
  • Provide reports and briefings to management outlining acquisition completion status and setbacks, along with recommendations for resolution.
  • Assist in initiating new contract actions and processing contract modifications arising from changes in mission requirements, specification changes, or changes in terms and conditions.
  • Plan programs and prioritize subordinate work requirements.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Review all command requirement packages and expedite to meet acquisition timelines provided by the contracting activity.
  • Coordinate the incorporation of internal controls throughout various organizational processes to meet the requirements of law and management policies.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
  • In accordance with USCENTCOM Individual Protection/Individual-Unit Deployment Policy, MOD-18, this position requires the incumbent to pass a pre-placement medical and dental examination prior to appointment, as well as receive required immunizations.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • E/E cont'd - In a crisis situation or wartime, the incumbent must continue to perform duties of the position to ensure success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order.
  • Note: Key and Essential are not to be filled by persons with military recall status (one who is in status of a Ready Reserve, Standby Reserve or is military retiree subject to recall active duty).
  • You may be required to process through the CONUS Replacement Center (CRC) in Camp Atterbury, IN prior to deployment. The CRC is the final authority for declaring an individual deployable. If you are found non-deployable this offer may be withdrawn.
  • This position is required to obtain and maintain a US driver's license.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes:1) developing acquisition packages for service or supply requirements; 2) preparing or reviewing procurement documents for contract execution and pre-award actions; 3) performing contract administration for awarded contracts, including monitoring contractor performance; and 4) applying procurement regulations and internal controls to support mission requirements.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

  • Locality pay does not apply in the overseas area.
  • Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
