Duties

Help

  • Responsible for the management and administration of the Intrusion Detection System (IDS) program. Advises the MAJCOM SF IDS program manager of any base or site activities that will impact the Integrated Base Defense Security Systems (IBDSS) program. This includes, but is not limited to, mission changes resulting in increase or decrease of resources, reconfiguration of resource areas, and construction of facilities on or in the vicinity of current and planned sensor locations. Reports and documents all IDS maintenance requirements to the servicing maintenance organization. Monitors IDS false and nuisance alarms and, when necessary, requests assistance from the maintenance organization to resolve problems and deficiency. Coordinates with maintenance and materiel management functions to ensure sufficient spare parts and maintenance are available to support the IBDSS equipment and component. Maintains Technical Orders and commercial manuals that describe equipment components and operating procedures for IDS in use. Develops local training for system operators. Assists the standardization and evaluation section in developing certification standards for system operators.
  • Responsible for the management and administration of the physical access control systems (i.e. Defense Biometrics Identification System - DBIDS). Manages entry control point (ECP) related applications associated with DBIDS and the Security Forces Information Management System (SFMIS). Manages the functional and operational sustainment of all data processing programs such as DBIDS, SFMIS, and other systems installed and/or programmed for the ECP. Produces and maintains and related reports for command echelon personnel. Provides feedback to supervisor regarding identified or perceived base access vulnerabilities with recommendations for their mitigation. Reviews the operational status of sensor subsystems ensuring all required testing procedures are followed. Researches, interprets, and analyzes guidelines to ensure all work complies with legal and regulatory requirements. Performs additional related duties as required or directed. Develops goals and objectives that integrate organization and squadron objectives.
  • Performs administrative office support functions and develops, coordinates, and publishes all SF installation level publications to include the Installation Security Plan, the Installation Security Instruction, and SF annexes to all installation plans.
  • Performs installation security duties. Leads and manages SF programs designed to provide a secure mission environment. Establishes requirements for police services, physical security, and Anti-Terrorism programs. Establishes liaison between SF and civilian law enforcement agencies.
  • Manages police services. Develops and writes localized SF policies and procedures. Manages installation entry control, visitor center operations, and special functions/events. Administers and manages Resource Protection and Crime Prevention programs.
  • Manages Security Forces Management Information System (SFMIS).
  • Performs and enforces the full range of SF duties within the military installation. Apprehend and detain violators of laws, rules, and regulations and turn them over to the Federal or civil police or other law enforcement officers for arrest and posting of collateral.
  • Performs other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement.
In compliance with Title 32 United States Code, the compatible military skill set is determined by the applicable service manpower requirements. Upon selection, individuals are assigned to the authorized position and its compatible military skill in accordance with Air force skill classification directives, statutes, and National Guard Bureau regulations. The Dual Status technician must obtain and maintain all military skill requirements in regard to training, education, certifications, experience. - May occasionally be required to work other than normal duty hours; overtime may be required.

SPECIALIZED EXPERIENCE: Must possess 1yr equivalent to at least the next lowest grade level (GS-07).

Education

There is no specific education requirement for this position. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

If candidates do not possess any specialized experience, the following education may be substituted for specialized experience:

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree

AREA OF CONSIDERATION: In accordance with the State Merit Placement Plan, candidates will be considered in order of their area of consideration category as appropriate.

  • **Ability to Analyze and Resolve Security Issues:** The skill to apply analytical and evaluative techniques to identify, consider, and resolve security-related issues. This includes investigating security breaches, analyzing the applicability of guidelines to specific situations, and recommending solutions or procedural changes to improve the effectiveness of security controls.
  • **Skill in Policy and Publication Development:** The ability to develop, write, coordinate, and publish installation-level security publications. This includes creating and localizing Security Forces policies, the Installation Security Plan, and other operational instructions to ensure compliance with legal and regulatory requirements.
  • **Ability to Communicate Effectively:** The ability to communicate clearly and effectively, both verbally and in writing. This is essential for establishing professional working relationships, coordinating security plans with managers and contractors, providing advice, resolving issues, and developing training and certification standards for system operators.
  • **Skill in Law Enforcement and Security Operations:** The ability to perform and enforce a full range of Security Forces (SF) duties within a military installation. This includes managing police services, leading security programs, conducting installation entry control, and having the capacity to apprehend and detain violators of laws and regulations.

Air National Guard Units

The National Guard is the oldest component of the US Armed Forces. Since the earliest American colonial days, citizens have joined together for collective defense. The NG supports both State and Federal missions:
State Mission: When not mobilized or under federal control, units report to the Governor through the Adjutant General. Under state law, the NG provides protection of life, property and preserves peace, order and public safety. Missions include emergency relief support during natural disasters; search and rescue; support to civil authorities; maintenance of vital public services and counterdrug operations.
Federal Mission: The Air National Guard federal mission is to maintain well-trained, well-equipped combat units available for prompt mobilization during federal military operations. During peacetime, these combat-ready units and support units are assigned to carry out missions compatible with training, mobilization readiness, humanitarian and contingency operations.

AIR NATIONAL GUARD MEMBERSHIP REQUIRED: Position requires membership in a compatible military assignment in the Nevada ANG. Selectee is required to wear the military uniform. Acceptance of position constitutes concurrence with these requirements as a condition of employment.
