Duties

Help

Specific duties include:

  1. Administers a fiscal program that includes payment for general operating expenditures and payments for supplies and services furnished to beneficiaries.
  2. Conducts continuous analyses of the operations, functions and processes of the Finance Section to develop standing operating procedures, simplified processes and a program of continuous improvement of section operations.
  3. Serves as the subject matter expert on all aspects of fiscal and accounting activities.
  4. Supplies financial statements to operating program officials for informational and planning purposes.
  5. Analyzes past experiences and based on future plans of the RO, forecasts the usage of funding. Interprets reports and other financial data for program review and analysis. Forecasts effects of changes in administered programs.
  6. Reviews funding and spending data to develop cost information reflecting program trends for region-wide programs. Analyzes financial status reports for overall program status.
  7. Responsible for the formulation, presentation, and execution of funding requirements for the station. The employee helps in the management of budgetary controls so that an anti-deficiency condition does not occur.
  8. Advises the Support Services Division Chief and station management concerning the availability of funds for personnel changes, procurement of equipment, and significant expenditures for contractual services.
  9. Provides analysis and advice in the design, adaptation, or installation of automated accounting systems. Analyzes current and/or required accounting systems to design new or improved systems.
  10. Evaluates total financial management accounting systems within a broad area of assignment by studying the accounts, reports, or procedural instructions and any legislative and program background pertaining to the accounts or operating program.
  11. Ensures internal controls are in place to assure that public funds are handled in accordance with applicable laws and that all appropriations balance with US Treasury Department records monthly.
  12. Examines and tests financial records and controls to determine the degree of financial efficiency, economy and effectiveness of the program. Writes factual reports that identify noncompliance with regulations, inefficient operations, or improper practices. Develops constructive recommendations for improvements within the audit segment.
  13. Maintains a program under the Personnel and Accounting Integrated Data (PAID) System and through the Defense Finance and Accounting System (DFAS) to ensure prompt and accurate payment of employee salaries, benefits and awards.
  14. Oversees the maintenance of all compensation, pension, and education benefit payment information records. These records contain identifying information such as Veteran's claim number, period covered by the payment, amount of the check, check number, address of the check, etc.

Work Schedule: Full time, Monday through Friday. Hours to be determined by hiring office.
Compressed/Flexible: May be available as determined by hiring office.
Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/05/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-12 Grade Level:
  • Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Administering a fiscal program to include budgeting, reporting, and payment over a project or portion of a program; (2) Planning and conducting studies to forecast financial information; (3) Using automated accounting programs; and (4) Examining and auditing payment voucher while assessing compliance with applicable laws, regulations, policies and procedures.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily of sedentary nature. There are occasional periods of walking, standing, bending, and carrying of light items.
