Duties

Help

The position is located in the In-Service Training Division (ISTD), Training Services Bureau, Assistant Chief of Police for Standards and Training, U.S. Capitol Police.  The purpose of this position is to serve as the ISTD Training Program Supervisor who works directly with the ISTD Commander.

Administers, plans, designs, and evaluates training programs, e.g., financial management,
leadership development, mentoring, core skills, and training related to law enforcement specialties. Provides advisory and consulting services to management concerning employee training and development issues.

Determines the appropriate methods for delivering training including instructor-led classes, web-based training, or a blended approach. Uses instructional systems, design principles, and techniques to develop training courses and briefings, training materials, and job aids. Develops and delivers in-house training courses. Evaluates new learning approaches and recommends their incorporation into training programs.

Coordinates and represents the Training Services Bureau; develops plans and procedures to organize activities for special events and visits by important guests. Identifies specialized
requirements, such as technical briefings, transportation, communications, security or physical restrictions, unique facility requirements, audiovisual support, media involvement, and related services.

Develops, instructs, and oversees training that comprises a diverse range of basic, advanced, and specialized law enforcement courses. The training courses include continual recruit officer basic training, agent training program, in-service training, simulator training, multiple specialty units training. Will also forecast needs of future training and edits to current training delivery.

Provides administrative and technical guidance necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff
supervised. Establish guidelines and performance expectations for staff members, which are communicated through the formal employee performance management system.

Must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period. Must complete the mandatory Department required training.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-10 you must have at least 52 weeks of specialized experience equivalent to the CP-9/GS-11 level that is in or directly related to the line of work of the position to be filled. Specialized experience consists of: 1) developing, administrating, and overseeing training programs and instructional courses that align with organizational mission objectives and training and development requirements; 2) managing full training lifecycle from needs analysis and content development to delivery, assessment, and continuous improvement; 3) establishing, tracking, and analyzing training KPIs to assess program effectiveness, measure outcomes, and identify opportunities for operational improvements; 4) preparing a training budget and monitoring expenditures on budget requests to ensure proper utilization of training funds; and 5) coaching and training other training instructors on the end-to-end training process, instructional methodologies, and industry best practices.

Additional Conditions of Employment with the USCP: As per the Congressional Accountability Act (CAA) and the Fair Chance to Compete for Jobs Act of 2019, criminal history information will only be collected following a qualifications review and after a tentative offer of employment has been made. A criminal history does not automatically exclude an applicant from employment with the USCP. Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. https://www.sss.gov/verify/ Fingerprint Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
