Help

As a Supervisory Realty Specialist, Section Chief within the Office of Management Services, some of your specific duties will include:

  • Advice and consult on real property federal regulations and space policies to include U.S. Geological Survey (USGS), General Services Administration (GSA) and Department of the Interior.
  • Develop, execute and administer USGS leases and GSA Occupancy Agreements.
  • Ensure USGS has properly forecasted for annual rent and construction costs entered in the Facilities Budget Activity (FBA) budget formulation.
  • Serve as senior Leasing Contracting Officer (LCO) managing intermediate and large complex projects through the execution and administration of USGS and GSA lease acquisition and tenant improvement projects.
  • Supervise the activities of the section through the work of professional staff, who provide facilities planning, acquisition, and administrative support to bureau science centers, managing all aspects of space acquisition, construction, and tenant improvement projects to include the full range of supervisory authorities and responsibilities related to position management, hiring, employee relations, equal employment opportunity, labor management relations and property.

Conditions of Employment for this Position:
As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

Are There Any Special Requirements For This Position?

  • You will be required to operate a government-owned or -leased vehicle in the performance of your official duties. Applicants for this position must meet the following requirements: (1) possess a valid State license, and (2) possess a safe driving record. If selected, you will be required to provide proof of a valid State license & a copy of your driving record.
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.
  • A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Qualifications

Applicants must meet the following to qualify for the GS-13 level:

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-12 level in the Federal service.

Examples of GS-12 level work may include independently organizing and prioritizing your work, tracks and documents space inventories and usage, and distribution of space, develops agency specific space requirements, obtains funding approvals, responds to real property data calls, conducts market research and collects data for analysis of rent budget and negotiation objectives, negotiates lease terms and conditions, leads design efforts and inspections on tenant improvement projects and resolves outstanding items, determines impacts to lease terms and works with lessor or GSA to resolve lease issues. Gathers and compiles current lease and construction data in support of determination to employ a succeeding or superseding lease and/or determination of fair and reasonable tenant improvement pricing. Provides advice and guidance to customers, identifying and resolving problems and issues in leased space. Maintains awareness and familiarity of real property regulations and GSA Leasing and Pricing Desk Guide.
