Facility Maintenance and Minor Construction

  • Provides oversight of facility maintenance, construction, & repair by troubleshooting deficiencies and coordinating for the corrective actions as required, as well as oversight of reoccurring preventive maintenance requirements.
  • Functions as a technical advisor to the Facility Engineer, planning and executing minor or routine engineering projects under the supervision of the Facility Engineer. Additionally, the incumbent is a member of the space committee for space allocation and usage.
  • Works under limited supervision of the Facility Engineer on routine tasks and is able to analyze and troubleshoot facilities issues and recommend solutions to fix the issue to the General Engineer and direct the maintenance team.
  • Provides oversight of facility workers required to keep the building operational, to include maintenance mechanics, maintenance workers, carpenters, electricians, pipe fitters, contractors, and vendors.
  • Reviews diagrams and schematics for accuracy in design. Uses as-builts to help troubleshoot and fix facilities issues.
  • Tracks the progress on contracted construction projects to ensure the project is designed correctly, built according to the design and/or the needs of the VA, and is maintainable.
  • Monitors construction/maintenance projects to resolve scheduling issues and to minimize the impact on VA employees within the facility.
  • Responsible for maintaining facility compliance with all applicable laws, codes and regulations as applied by various regulatory agencies and accrediting bodies, i.e., TJC, OSHA, NFPA, NIOSH, CARP, etc.
  • Applies broad knowledge to review facility safety practices; to prepare and/or assist tenants and/or the general facility for accreditation visits, e.g., Annual Workplace Evaluation. Coordinates the Facility Disaster Response Program.
  • Coordinates exercises and drills for all aspects of the disaster plans.
Facilities Administration
  • Performs Administration oversight of tasks to include Budgeting, Property accountability, purchasing, and acts as a Contracting Officer Representative/Quality Assurance Specialist.

  • Provides budget preparation and oversight of expenditures and revenue on behalf of the maintenance section for maintenance, repair, construction projects, property management and accountability functions.

  • The incumbent will manage the Engineering Service property as the custodial official. Verifies property needs, orders, and issues property on behalf of the requestor, maintains oversight over the property.

  • Manages use of government purchase cards as the certifying official.

  • Issues, manages, and oversees purchases valued at less than the single purchase threshold, which involves services required to support Engineering service on an as needed basis.
  • Coordinates with the GLAC contracting activity for actual contract action, makes recommendations on the best contracting tool to use to achieve the required result.
  • Oversees the purchasing of all materials, services and supplies required for the facilities and supply operations of Engineering Service.

  • Develops actions plans for approval by the Director and oversees the completion of work required to correct identified deficiencies.

Supervisory Duties

  • Plans work to be accomplished by subordinates, sets and adjust short term priorities; and prepare schedules for completion of work based on priorities, the difficulty of the work to be perfonned, and the capabilities of employees.
  • Reviews work methods and procedures for opportunities to improve efficiency or effectiveness. Has responsibility for finding ways to eliminate significant bottlenecks and barriers to production.

  • Develops performance standards for subordinates and evaluates their performance. Recommends awards, or changes in position description, subject to approval by higher level officials, supervisors, or others.

  • Has leave approval authority. Manages leave with mission requirements in mind.

  • Makes selections for subordinate positions.

  • Identifies developmental and training needs of employees and provides for or arranges needed development and training.

  • Gives advice, counsel, or instruction to employees on both work and administrative matters.

  • Makes decisions on work problems presented by subordinate team leaders, or similar personnel.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Basic Requirement: Must meet one of the following:
Education: Undergraduate and Graduate Education in a Major study such as engineering, industrial arts, property management, or business administration.
OR,
Specialized Experience: Examples of qualifying specialized experience include:

  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
