The incumbent serves as the Deputy Inspector General for Investigations (DIGI) for DHS. The incumbent provides oversight and direction of OIG investigative operations and administrative support functions within INV's Eastern Region and Western Region.

As the Deputy Inspector General for Investigations, you will be required to perform the following major duties:

  • Serves as the principal advisor to the Principal Deputy Inspector General and the Inspector General for investigative matters relating to the programs and operations of DHS, its components, and contractors and other Federal agencies.
  • Provides executive leadership for all investigative staff and ensures that investigative resources are focused on high impact matters involving OIG programs and operations
  • Collaborate with DIGs and senior management in developing and implementing investigative policies, procedures, and programs.
  • Provides oversight and direction of criminal, civil, and administrative investigations pertaining to DHS programs and operations. Ensures the investigation of credible allegations and designs and implements responsive investigative policies, strategies, and priorities.
  • Allocates resources to resolve complex and significant investigative issues of marked difficulty and responsibility, which are of national significance and frequently result in criminal, civil, and/or administrative sanctions.
  • Provides oversight and ensures prompt and appropriate handling of any complaints or other information concerning violations of laws, rules, or regulations or mismanagement, gross waste of funds, abuse of authority, or a substantial and specific danger to the public health and safety.
  • Provides oversight of all OIG investigative activities designed to prevent and detect fraud, waste, abuse and misconduct by employees and contractors in OIG and DHS programs and operations.
  • Promotes efficiency and economy in the programs and operations throughout OIG.

As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet this basic qualification requirement will disqualify an applicant.

Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These will be made against the Executive Core Qualifications and other technical requirements of the position.

To meet the minimum qualification requirements for this position, your 2-page resume must show possession of the Mandatory Technical Qualifications (MTQs) and the Executive Core Qualifications (ECQs) listed below to be considered. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position. Note: Please do not address the MTQs nor ECQs through submission of separate narrative responses- written narratives will not be reviewed for consideration.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

1. Demonstrated experience and expert knowledge, as a supervisory Criminal Investigator to effectively direct the development and administration of a federal investigative program for a large and complex organization. Broad management experience in planning, developing, administering, and directing an organization, including overall responsibility for short-and-long range program planning, allocation of human and material resources, development of operational guidelines and policies, implementation of technology solutions, and creation of new methods and procedures to solve complex management problems.

2. Demonstrated executive experience and expert knowledge, as a supervisory Criminal Investigator, of leading criminal and administrative investigations, to include collaboration with key stakeholders such as U.S. Attorney Offices; comprehensive knowledge of Federal criminal laws, investigative strategies, practices and procedures, Federal Rules of Criminal Procedure and evidence; Expert and comprehensive knowledge of and experience working with the Inspector General Act of 1978, as amended.

3. Demonstrated ability to communicate effectively orally and in writing with high-level Government officials including the most senior organizational leaders, representatives of external and interagency committees, the public, and audiences varying widely in background, experience, and level of understanding on matters which may be sensitive, controversial, and complex.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

1. Commitment to the Rule of Law and the Principles of the American Founding- This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

2. Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

3. Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

4. Leading People - This core qualification involves the demonstrated ability to lead and inspire a group towards meeting the organization's vision, mission and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

5. Achieving Results- This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.

The qualification requirements listed above must be met by the closing date 08/10/2026 of this announcement.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Additional Requirements:

  • Training Requirement: This position requires that you have completed the Criminal Investigator Training Program (CITP) or one of the following equivalents: (FBI Basic Special Agent Academy, DEA Basic Special Agent Academy, U.S. Postal Inspection Service, Basic Inspector Training Program, U.S. Army, CID Agent Course, or the U.S. Air Force Office of Special Investigations, Special Investigators Course). NOTE - Copy of certificate or transcript verifying completion required upon selection. Please ensure to list on your resume.
  • Firearm Requirement: This position requires you to be authorized to carry a firearm and maintain firearm proficiency. Therefore, it is subject to the Lautenberg Amendment, 18 U.S.C. Section 922(g) (9) and you will be required to verify that you have not been convicted of a misdemeanor crime of domestic violence.
  • Age Requirement: This position is covered by the law enforcement officer retirement provisions, 5 U.S.C. 8336 (c) or 5 U.S.C. 8412 (d),and as such is covered by a mandatory age requirement. There is a maximum entry age of the day before your 37th birthday for original appointment into law enforcement officer positions as defined in 5 U.S.C. 8331(21) or 5 U.S.C. 8401(17). This age restriction does not apply to those who have prior Federal service in a covered primary law enforcement position, or to qualified Veterans' preference eligible regardless of whether they meet the maximum age requirements identified at 5 U.S.C. 3307.
  • Medical Requirement: This position requires you to maintain physical fitness standards set by the agency. The duties of Criminal Investigators require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Additionally, the duties of this position involve activities under trying conditions, as such, applicants must possess emotional and mental stability. This position may require the completion of a Medical Examination that will include testing of your vision, hearing, cardiovascular, and mobility of extremities by an authorized Government physician. If a medical examination is required, you must be cleared by the authorized Government physician in order to be determined physically fit to perform the arduous physical exertion required of this position.
  • Drug Testing Requirement: This position has been identified as a Testing Designated Position (TDP); therefore, you are subject to drug testing under OIG's Drug-Free Workplace policy. Refusal to be randomly tested may result in disciplinary action up to and including removal from federal service.
