Duties

Help

The Program Advisory Support Service (PASS) Office is responsible for programmatic oversight of VA program management, to include the development of a Program Management Council, a central repository for program management specific data, to include but not limited, program justifications, documentation, business best practices, guidance, and oversight for program management implementation. The PASS programmatic oversight encompasses: - Provides cost, schedule, and performance expertise on critical Department programs.

  • Coordinates pre and post-award procurement reviews with contracting activities and customer organizations.
  • Provides comprehensive training to customer organizations.
  • Ensures all awarded procurement actions meet and exceed performance measures in accordance with Agency's acquisition program goals and objectives, and contract requirements.
  • Collaborates with the PMC to provide governance and oversight for acquisition-related program management projects originating from multiple VA organizations. The PMC is responsible for ensuring that projects are aligned with organizational strategy, and that they are managed in a consistent and effective manner. The PMC also provides support and guidance to the PASS advisory teams and helps to resolve acquisition program-related issues.
  • Develop, plan and execute projects concerned with analysis, evaluation, implementation and provide advice and guidance to members of the contracting and program organizations.
  • Exercises independent judgment in performance of research, analysis, process improvement, and strategy execution of innovative solutions that offer efficiencies to the acquisition and business management process.
  • Serves as a primary representative on contract related special project teams.
  • Serves as an assigned responsible official for critical VA acquisition and business systems.
  • Prepares complex reports containing clearly defined findings and recommends practical methods of improvement.
  • Determines and recommends substantive changes to policy and/or procedures based upon research evaluations of business management, financial and other related data and/or trends.
  • Monitors, evaluates and implements, as deemed appropriate, suggestions/recommendations of policy/procedural changes to implementation and determines subsequent impact such changes have on agency operations.
  • Compiles, reviews, and analyzes various operational statistical data.
  • Provides and develops management reports, analyzes data, and alerts Contracting Organization management of any issues that could impact the overall success of the operation

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in a government acquisition area:
    • FAC-P/PM certification requirements, OR
    • Program management principles,
    • Technical contracting regulations, policies, and laws,
    • Business or leadership philosophies and competencies

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Some work may require periods of walking, standing, and bending. The work is performed in a normal office setting involving everyday risks or discomforts, which require normal safety precautions.

  • Oversaw high-risk contractor performance by assessing work quality, resolving complex issues, and ensuring adherence to Defense Acquisition University (DAU), Federal Acquisition Institute (FAI),
  • Guided cross-functional teams by setting short-term priorities, developing work breakdown structures, removing production bottlenecks, and supporting team cohesion and performance.
  • Represented organizational interests during high-level engagements with program officials and external partners, providing authoritative recommendations on program direction, policy adjustments, and training system improvements.
  • Must meet all the basic requirements for GS-1101-14 and above.

Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Fredericksburg, VA, Washing DC, and/or Frederick, MD. This includes all locations that fall within a 50-mile driving distance from 10300 Spotsylvania Avenue, Fredericksburg, VA 22408; 810 Vermont Avenue NW, Washington DC 20420; and/or 7485 New Horizon Way, Frederick, MD 21703.
