Duties

Help
  • Provides technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army (DA), IMCOM, and garrison objectives.
  • Develops overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects.
  • Provides oversight of budgeting and execution (AFH and OMA) in support of installation housing programs.
  • Manages contractual agreements with the contractor(s) for multiple sites for both family and unaccompanied housing.
  • Utilization of the following housing management programs: Housing Services Office (HSO), Unaccompanied Housing (UH), Furnishings Management, Residential Communities Initiative (RCI), Privatized Army Lodging (PAL), and Army Family Housing (AFH).
  • Maintains and monitors enterprise Military Housing (eMH) database.
  • Leads in Basic Allowance for Housing (BAH) data collection and reports submission.
  • Responsible for the submission of monthly, quarterly, semi-annual and annual RCI reports IAW published guidelines.
  • Performs or directs periodic or scheduled surveys, audits, reviews, studies, and inspections to determine family housing conditions or requirements and to evaluate work being performed under the housing contracts.
  • May be expected to perform duties under a joint base operations requiring an understanding and knowledge of Army, Air Force, or Navy policies, programs, and procedures.
  • Represents the organization in installation level meetings and or at various conferences and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends.
  • Advanced knowledge in preparing and submission of DD 1391 forms
  • Ensures that all aspects of the DA Portfolio and Asset Management procedures are followed.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
  • Position may require after hours call-back for emergencies.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. (GS-12) Specialized Experience: One year of specialized experience which includes 1) Experience conducting inspections to ensure habitability and compliance with policies and standards; 2) Developing plans for housing restoration, modernization, and/or replacement projects for the installation, 3) Preparing reports to present briefings for the organization; AND 4) Managing contractual agreements to ensure technical direction and contract performance are in compliance with the installation's mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
