Duties

Help

Specific duties include:

  • Develops weekly, monthly, quarterly, and annual training plans for personnel assigned to the HRC.
  • Ensures that training milestones and goals are met while adhering to the approved training budget.
  • Conducts extensive planning and data analyses activities in overseeing the design and evaluation of training processes, including workshops, seminars, and conferences.
  • Drafts/proposes annual budgets for training activities under the oversight of the Training Deputy, and monitors expenditures throughout the fiscal year.
  • Develops short- and long-range plans and recommendations to meet organizational goals, objectives, and changing needs.
  • Evaluates overall program accomplishments and significant contributions in terms of overall agency goals, and capitalizes on state-of-the-art technology to analyze trends and measure results.
  • Prepares reports, maintains records, and provides information to Training Deputy and Director on performance of the team and individuals.
  • Represents the team in meetings and dealings with others on related issues.
  • The incumbent is often privy to discussions and/or decisions which are sensitive in nature, are in the early stages of development and may be controversial, or contain personal information and views, and the utmost discretion must be applied.
  • The incumbent may be tasked to serve on VA and/or VBA wide task forces, integrated project teams, etc. to investigate, develop and implement new initiatives in managing training programs, professional and occupational development, etc.

Work Schedule: Full Time, Monday - Friday, 8:00 a.m. - 4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/03/2026.

TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

BASIC REQUIREMENT:To qualify for a Human Resources (HR) Specialist GS-0201 position for all grade levels, candidates must meet the following basic requirement(s) as described in one of the following methods:
  • Method 1: One year of HR specialized experience equivalent to the GS-13 level of the Federal Government or higher. OR
  • Method 2: Successful completion of bachelor's degree (or higher). OR
  • Method 3: A combination of six months of general administrative, professional, or technical work experience, equivalent to at least the GS-13 level of the Federal Government AND one (1) of the below four training areas:
    • Successful completion of at least 12 credit hours of college-level course work related to business, HR, psychology, organizational development, or other related coursework. OR
    • Successful completion of at least four formal training courses in HR. OR
    • Successful completion of a formal certificate program related to HR, psychology, organizational development, or other relatable subject area. OR
    • Current professional HR certification through a nationally recognized entity such as the Society of HR Management (SHRM).
MINIMUM QUALIFICATIONS REQUIREMENT: In addition to meeting the basic requirement of the GS-201 standard, your application package must demonstrate that you can successfully perform the duties of the position. To be creditable, your experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-14 Grade Level:
  • Specialized Experience: Applicants must have one year of Specialized Experience equivalent to the GS-13 level. Specialized experience is defined as:
    • Managing a Title 5 human resources training and development program related to Title 5 recruitment and staffing;
    • Implementing, advising, and managing human resources employees, supervisors, and senior leaders in recruitment, staffing, and personnel action processing training programs;
    • Developing organization strategies, goals, and deliverables related to a Title 5 recruitment and staffing programs ( Ex. regular/recurring reports, policies, standard operating procedures, memorandums of understanding, performance plans, briefing, etc.).
OR
  • Education Substitution: Graduate Degree and Specialized Experience Combination:
    • Three years of progressive specialized experience Specialized experience equivalent to at least the GS-12 grade level. AND
    • Graduate level degree or higher. Qualifying Graduate-level education programs include HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: This work normally involves mental rather than physical exertion. This position is primarily sedentary with some walking, standing, bending, stooping and carrying of lightweight items (i.e. folders, files).
